Community and Social Services
The Director of Community and Social Services reports directly to the Chief Administrative Officer.
The Division consists of three departments
- Children's Services
- Integrated Program Delivery Department
- Housing Department
These departments support the delivery of programs and services including Child Care Fee Subsidy, Ontario Works, Ontario Early Years, Children and Family Centres, Social Housing, and other contingency funding such as the Homeownership Program, the Ontario Renovates Program, and the Homelessness Prevention Benefit. The Division also provides oversight for licensed child care centres, non-profit housing providers, co-operative housing providers, and affordable housing providers across Leeds Grenville.

Children's Services Department

Integrated Program Delivery Department (IPD)
The main programs administered by the Integrated Program Delivery Department (IPD) are:
- Ontario Works; and
- other contingency funds such as the Homelessness Prevention Benefit and single unit homeless shelters within Leeds Grenville.

Housing Department
The Housing Department is responsible for the administration and oversight of the following:
Property management and administration of more than 670 public housing units;
Rent supplement programs that provide additional rent-geared-to-income units through private landlords;
Eight non-profit and one co-operative housing providers;
Affordable housing projects located in Elgin, Oxford Mills and Prescott;
Investment in Affordable Housing for Ontario (IAH) programs including Housing Allowance, Ontario Renovates and Homeownership;
The Homelessness Prevention Benefit provides assistance to individuals and families at risk of homelessness.
Additionally, the department is also responsible for the administration of the Homeownership Program, Ontario Renovates, Housing Allowance, Homelessness Prevention and Service Manager Administration for public housing, non-profit housing, affordable housing and co-operative housing
The Social Housing Registry checks applications for subsidized housing and maintains the waiting list.
Financial Services Department for Community and Social Services (CSS)
The Financial Services Department for Community and Social Services (CSS) reports directly to the Director of Corporate Services. It provides financial services for the Community and Social Services (CSS) programs in the Community and Social Services Division. Financial Services (CSS) assists the Integrated Program Delivery, Children's Services and Housing Departments in the development and administration of their budgets and provides financial reporting and analyses on the various programs.
This department has the following day to day, monthly, quarterly and annual responsibilities:
- Processing the Community and Social Services accounts receivables and payables,
- Printing Ontario Works cheques and Drug Benefit cards,
- Calculating, issuing and reconciling subsidies for Child Care, Housing and other service providers,
- Negotiating funding and reporting on funding sources,
- Financial tracking and reporting to staff, Council and the Province.
