Counties Council Highlights - July & August 2026

Here are the highlights from the July 23 and August 11 (Special Council) meetings of Counties Council.

 

Healthcare, Children & Family Services

Council approved several agreements that support healthcare access and family services across Leeds and Grenville:

  • A lease agreement with Children's Mental Health of Leeds and Grenville for space at 375 William Street South in Gananoque, supporting the delivery of local mental health services.
  • Lease agreements with the Catholic District School Board of Eastern Ontario and the Upper Canada District School Board for EarlyON Child and Family Centre programming space at schools in Gananoque, Kemptville, and Brockville, helping families access early learning and parenting supports in their communities.
  • An agreement with Health Workforce Innovations Inc. to support healthcare resource recruitment efforts, building on ongoing initiatives to attract and retain healthcare professionals in Leeds and Grenville.

 

Public Works & Infrastructure

Council approved several projects that support the Counties' transportation network and winter maintenance operations:

  • A contract for the rehabilitation of County Road 21, helping improve road conditions and extend the lifespan of the roadway.
  • The purchase of two tandem axle snowplows to support winter road maintenance and ensure continued service delivery during the winter season.

Council also approved a by-law that would allow the current Council to authorize future debenture financing for capital projects during the transition period following the municipal election, ensuring important infrastructure projects can continue without delay.

 

Counties Services & Operations

Council approved updated Human Resources policies to support effective workplace practices and organizational operations.

 

Financial Accountability

Council received a presentation from KPMG regarding the Counties' 2025 Audit Findings Report, providing an overview of the annual audit process and financial reporting results.

 

Committee Reports & Planning

Council received reports from:

  • The Committee of the Whole
  • The Maple View Lodge Committee of Management
  • The Corporate Services and Finance Committee
  • The Planning Advisory Committee

These reports provided updates and recommendations on Counties programs, services, finance, long-term care operations, and planning matters.

September’s Council and Committee Meetings take place at 9:00 a.m. in the Bill Thake Boardroom at 25 Central Avenue West, Brockville, ON.

The meeting will not be livestreamed, due to technical difficulties, but a recording will be posted following the meeting. The meeting remains open to the public
