Consent Granting Authority

The Consent Granting Authority (previously the Land Division Committee) of the United Counties of Leeds and Grenville has been in effect since 1971 and is administered by the Secretary Treasurer whose office is located at 25 Central Avenue, West, in Brockville. Lot creation by consent to sever is one of the more important functions of the United Counties by creating new home lots and farms across the landscape of Leeds and Grenville. The Consent Granting Authority processes between 100 and 160 applications per year. The separated municipalities of Brockville, Gananoque and Prescott have their own Land Division Committees and all enquiries and applications within their jurisdiction should be addressed directly to them.

If determined by the Manager of Planning, a Consent Granting Authority meeting may be required. If required, it will be held at:

The Consent Granting Authority is responsible for the administration and approval of applications for consent to sever land within the United Counties of Leeds and Grenville. The process is administered by the Secretary-Treasurer of the Consent Granting Authority.

Responsibilities of the Consent Granting Authority include:

  • Pre-consultation and providing guidance to applicants;
  • Receipt and processing of complete applications;
  • Circulation of applications and notices to municipalities, conservation authorities, adjacent landowners, commenting agencies, etc.;
  • Decision making (including potential Consent Granting Authority hearing);
  • Circulation of the Notice of Decision;
  • Liaison with the Ontario Land Tribunal (OLT);
  • Issuance of the Certificate of Consent.

The Consent Granting Authority is a Division of the Planning Department, reporting to the Director of Public Works.

Applicants are advised to pre-consult with:

  1. Local Municipality;
  2. Secretary-Treasurer;
  3. Conservation Authority (as required);
  4. Applicable Patrol Supervisor (access to a county road);
  5. Other (as required).

Occasionally approvals are conditional on confirmation of hydro-geological assessments of site servicing suitability, etc. These studies are conducted at the applicant's expense and will be reviewed by agencies who have asked for the study. All decisions and conditions of approval may be appealed to the LPAT.
