Municipal Consent and Road Occupancy and Access Permits

Municipal Consent (MC) gives approval to install in accordance with the reviewed and approved drawings. MC applications must be submitted to the United Counties of Leeds and Grenville for any proposed utility work to place new infrastructure and equipment within the right-of-way.
Proposed work, including but not limited to the installation, relocation, replacement, and repair of utility services, within the road allowance of a County Road must submit a Municipal Consent (MC) application and a Road Occupancy and Access Permit to the United Counties of Leeds and Grenville.
All applications are to be submitted to the Counties’ Public Works Department at roads@uclg.on.ca.
Please follow the steps outlined below.
MUNICIPAL CONSENT IS REQUIRED PRIOR TO APPLYING FOR A ROAD OCCUPANCY AND ACCESS PERMIT
Step 1: Applying for Municipal Consent
Municipal Consent (MC) applications shall include the following:
- A cover letter stating:
- The applicants name, associated organization and contact information;
- the name of the company for which the work is being completed and their corresponding Work Order number;
- a summary of the proposed work, including a description and location;
- the estimated commencement and completion dates, and;
- any required explanation(s) for design decisions which may deviate from the Counties’ design and installation guidelines.
- A complete drawing package where the proposed design shall conform to the UCLG Design and Installation Guidelines for Proposed Utility Ducts and Pedestals within the ROW and the drawings themselves shall contain all relevant landmarks and offset information.
- Pictures of the proposed site – staked out and offsets shown. (Optional but can be requested at the Counties’ discretion.)

Upon the Counties’ review, a Permit Number will be issued which will be required for Step 2: Applying for a Road Occupancy and Access Permit.

Validity |
Municipal Consent is valid for one (1) year from the date of approval unless otherwise approved by the Counties. |
Fees |
There are no fees associated with the submission of a Municipal Consent Application. As per By-Law No. 25-10, a $250.00 fee will be collected at the time of the Road Occupancy and Access Permit. |
Step 2: Applying for a Road Occupancy and Access Permit
Please note that unless otherwise specified, Municipal Consent is REQUIRED before applying for the Road Occupancy and Access Permit. All proposed construction related activities, without exception, within the road allowance require a Permit before commencing. Please note, the United Counties of Leeds and Grenville will take no responsibility for damaging a plant installed without an issued Road Occupancy and Access Permit.
Please note that this Permit takes awhile to process and should be submitted a minimum of three (3) weeks prior to the scheduled start date.

Road Occupancy and Access Permit
Validity |
The Road Occupancy and Access Permit is valid for one (1) year from the date of issue unless otherwise approved by the Counties. Copies must be signed and issued by the Counties. The validity period of the permit can be extended at the expense of the original applicant. Please contact the Counties if you require a permit extension. Permit extensions are subject to $100.00 fee under By-Law 25-10. |
Fees |
The current fee for a Road Occupancy and Access Permit under By-Law 25-10 is $250.00. Applicants will be contacted for payment when the permit has been processed. Payment can be made over the phone by Visa or Mastercard. |
Scope of Work |
Road Access – Any work taking place between the centerline of the pavement and the adjoining Property Line (P/L) where a partial road/lane closure may or may not be required. Road Closure – Any work taking place on the road surface and/or within the road allowance where a complete road closure is required. A proposed detour route shall be attached. Boring/Drilling – Any work taking place within the road allowance where a partial road/lane closure may or may not be required to bore/drill across the road. Pavement Cut – Any work taking place within the road allowance where a partial road/lane closure is required to cut and reinstate the road surface. |
Attachments/Documents |
Insurance Certificate: A certificate of insurance confirming coverage and naming the United Counties of Leeds and Grenville as an additional insured is required. The standard minimum coverage is $5,000,000 Liability. The Certificate must be signed and stamped by the insurance company and submitted with the application form.
Traffic Management Plan: A traffic management plan must be submitted with the application. The plan must conform to the standards set out in the Ontario Traffic Manual Book 7. Terms and Conditions: A digital signature acknowledging the terms and conditions of the permit. Location Map: Google map aerial image with GPS coordinates of the proposed work location. Road Excavation Sketch: A sketch detailing the scope of work with cut dimensions and offsets where excavation is required in the right-of-way. Fees: The current fee for a Road Occupancy and Access Permit under By-law 25-10 as amended is $250.00. All attachments are to be in PDF format. |
