Municipal Consent and Road Cut Permits

A Municipal Consent application must include a cover letter stating the contact person, contact information, company project number(s), a description and location of the proposed work and detailed drawings.

The Counties will assign a permit ID number to the application as part of the intake process for tracking purposes. This is to be referenced as part of any future correspondence related to the proposed works.

Municipal Consent permits are only valid for one (1) year unless approved otherwise.

The below utility works are exempt from the Municipal Consent process but not from a Road Cut Permit. All other works are subject to review and approval.

• Utility works that require minimal or no excavation.
• Works on existing plant or within existing line assignments.
• Installation or maintenance of existing utility plant.
• Replacement or repair of any existing utility plant.
• The relocation or replacement of an individual pole.
• New or repaired service connections from the mainline to the private property to be serviced.
• Drilling of test boreholes.
• Emergency utility works.

Applications must be complete and meet the listed drawing requirements, or they may be returned.

Complete and sign the Road Cut Permit Application Form document.

• Timeline: Applications are required to be submitted a minimum of 3 weeks prior to the required start date to process the permit.
• Approvals: Municipal Consent Letters and other relevant approvals from the Counties’ authorizing the work must be submitted as part of the Road Cut Permit application form.

• Insurance Certificate: A certificate of insurance confirming coverage and naming the United Counties of Leeds and Grenville as an additional insured is required. The standard minimum coverage is $5,000,000 Liability. The Certificate must be signed and stamped by the insurance company and submitted with the application form.

• Traffic Management Plan: A traffic management plan must be submitted with the application. The plan must conform to the standards set out in the Ontario Traffic Manual Book 7.

• Terms and Conditions: A digital signature acknowledging the terms and conditions of the permit.

• Location Map: Google map with aerial image with provided GPS coordinates of the proposed work location.

• Road Excavation Sketch: A sketch detailing the scope of work with cut dimensions and offsets where excavation is required in the right-of-way.

• Fees: The current fee for a Road Cut Permit under By-law 23-24 as amended is $150.00.
