Fundraising Team for the new G. Tackaberry and Family Home Reaches 82% of Goal Thanks to Community Donors

ATHENS, ON – The Fundraising Team supporting the G. Tackaberry & Family Home is proud to announce that they have reached 82% of their $3 million fundraising goal, thanks to the generosity of community donors over recent months.

With $2.4 million raised to date, the Fundraising Committee for the new 192-bed home recognized 14 individuals and businesses for their collective contribution of $178,000 on April 15.

The cheque presentation event began with four major donors contributing a combined $123,000, including: Gordon & Patricia DeRoos, who donated $50,000 and will have their names proudly displayed on a dining room, living room, and resident room; a $25,000 donation from Grenville Mutual Insurance (represented by Pam Marson, Ron Greaves, and Shawn Corcoran), which grants the company naming rights to a Pedestrian Walkway; and Freda Schaafsma, Peggy Mitten, Bonnie LaForty, and Gail Boynton, members of the Maple View Lodge Auxiliary, who donated $20,000 for naming rights to the Sally Port (which will bear the name “Pike’s Landing”).

The “Room to Donate” Campaign (where a $5,000 donation grants naming rights to a resident room in the new home) raised $55,000 thanks to generous contributions from: John & Mary Dancy, Sherry Reed & brother Robert Reed, Laurelle Avery, Dale Welch (Welch’s Drywall), Gary & Shirley VanDrunen, Bill Dixie (Dixie Electric), Laurelle Avery representing the Education and Employment Centre, Donna Ferguson and Ray Craig representing Christ Church Athens, Amsted Design-Build represented by Lindsay Haley, and Portland United Church representatives Connie Cochran and Duncan Pickard.

Also recognized was a $10,000 donation from the Athens Ministerial Association. Additional donors will be acknowledged at future events.

“The contributions by these individuals, families, and organizations bring us even closer to achieving our goal,” said Fundraising Chair Doug Struthers. “Every single dollar counts, and we sincerely thank everyone here today—and those who could not attend—for making this possible.”

Construction of the new home is also progressing well, currently 96% complete, with move-in expected in late summer.

“We are on track and on budget with both the building and the fundraising campaign,” said Struthers.

The redevelopment project is the largest capital construction initiative in the history of the United Counties of Leeds and Grenville, with a total cost exceeding $86 million. Construction of the new three-storey, six-wing building is well underway on the Maple View Landings property in Athens, Ontario, and will replace the existing 60-bed Maple View Lodge facility upon its opening this summer. The current building will be repurposed, with options currently under review.

Warden Corinna Smith-Gatcke stated, “The generosity of our community is once again being demonstrated through these collective donations from community members and businesses.”

“The additions and quality-of-life features made possible through fundraising will enhance the lives of residents at the G. Tackaberry & Family Home,” she added. “On behalf of the United Counties of Leeds and Grenville, I extend sincere appreciation to everyone involved.”

With recent contributions, the campaign total now stands at $2,478,582.

Athens District High School (ADHS) Hosts Charity Volleyball Tournament in Support of the Maple View Landings Redevelopment Project

ATHENS, ON – The Maple View Landings Redevelopment Project (G. Tackaberry and Family Home) is set to receive a major boost with a charity volleyball tournament organized by students, taking place at the Athens District High School gymnasium on Saturday, November 16.

Organizer Katherine Pattemore is leading the event with friends, as "Maple View Lodge" holds a special place in her heart.

“My friends and I are running this charity volleyball tournament because many of my older relatives, including my grandpa, were at Maple View. My friend Addisan Kennedy is part of the Tackaberry family, and many of her relatives have also spent time at Maple View Lodge. We wanted to give back to such a great place and support the new project.”

Miss Pattemore noted that the staff at Maple View are “amazing” and treat the residents like their own family. “It’s an incredible facility, and they deserve our support,” she said.

“We have filled all 10 spots with teams from around Leeds and Grenville,” she added. Two teams are from the high school (ADHS), one from the intermediate side and the other from the high school side.

She is seeking donations for the silent auction and bake sale and encourages everyone in the region to come out and support the cause—whether through a donation, purchasing a 50/50 ticket, or enjoying lunch (just $5.00 for a hot dog, chips, and a drink). The tournament will run from 8:30 a.m. to 5:00 p.m. in the Athens High School gym at 21 Church Street, Athens, Ontario.

Members of the Maple View Landings Fundraising team will be onsite with updates on the campaign and project.

Medical Priority Dispatch System (MPDS) for 911 calls coming February 5

Eastern Ontario – Paramedic services across South Eastern Ontario and the Kingston Central Ambulance Communications Centre will implement a new system for 9-1-1 calls on Wednesday, February 5.

People who call 9-1-1 for a medical emergency, should expect to answer new, detailed questions about each patient’s condition. Paramedics will respond to urgent and life-threatening cases as quickly as possible but those who call 9-1-1 for less-urgent, non-life-threatening matters should expect longer wait times under the new system. Callers for less-urgent cases will be supported through regular contact with ambulance communications officers who will monitor the patient’s condition.

“The new system is a time-tested, scientifically proven, advanced set of technical tools to help paramedics, ambulance communications officers, and emergency department teams ensure that each patient receives the right care at the right time,” says Chris Wicklam, Director, Kingston Central Ambulance Communications Centre (KCACC). “It increases precision, accuracy, and efficiency in emergency medical response; and it ensures our emergency department colleagues are able to return paramedics to service as quickly as possible after each call.”

Paramedics from Lennox and Addington Paramedic Services, Leeds Grenville Paramedic Service, Lanark County Paramedic Service, Hastings-Quinte Paramedic Services, and Frontenac Paramedics rely on KCACC communications officers to receive 9-1-1 medical calls and coordinate paramedic dispatch across South Eastern Ontario.

The new system, called the Medical Priority Dispatch System (MPDS), is in use in more than 35,000 ambulance communications centres in at least 46 countries. It is in place in Toronto, Ottawa, Peel, Halton, York, Niagara, and many more jurisdictions in Ontario. It will soon be standard across the province.

MPDS gets paramedics to the most critical patients as immediately as possible, matches paramedics with specialized skills and equipment to each case, and reduces non-urgent demand pressure on emergency departments. It is an evidence-based system that includes measures to ensure patients continue to receive the highest standard of care.

“Paramedics, ambulance communications officers, and emergency department colleagues are here 24-7 for everyone who calls 9-1-1,” says Jeff Carss, Chief, Leeds Grenville Paramedic Service. “MPDS is just one more way for all of us i to further ensure every patient finds the right pathway to the services they need most.”

Public Works Week Celebrated with Community Improvements

Merrickville-Wolford, ON - On May 22, 2024, in celebration of National Public Works Week, staff from the United Counties of Leeds and Grenville's Public Works Division participated in a community service project in the Village of Merrickville-Wolford. The staff gathered at the Merrickville Fair Grounds to collaborate with the Merrickville-Wolford Public Works Department on various park improvement projects.

With a combined workforce of approximately 50 men and women, many tasks were completed, including retrofitting picnic tables for wheelchair accessibility, installing new roofs on the baseball dugouts, replacing the bench seats on the bleachers, painting the beach pavilion, putting the raft in the water at the beach, and enhancing the beach and playground with additional sand.

Work began at approximately 8:30am, with a break at 12:00pm for a networking BBQ lunch. After lunch, Long-Service Recognition Awards were presented by the Counties Public Works Director, Rick Kester. Attendees from the Village of Merrickville-Wolford included the Public Works Department Manager Brad Cole, Mayor Michael Cameron, Interim CAO Darlene Plumley, and Clerk Julia Jansmen.

At Counties Council on May 23, 2024, Warden Nancy Peckford took time in her remarks to recognize the work of the Public Works Department by saying, “I want to extend our sincere thanks to our Public Works employees who are dedicated to the many facets of keeping our roads and facilities operational and in top form.”

Opening of the Pathways Supportive Cabins Program

Brockville, ON – The United Counties of Leeds and Grenville, in partnership with the John Howard Society of Kingston and District, is proud to announce the opening of the Pathways Supportive Cabins Program. This initiative aims to provide a stable and secure environment for individuals experiencing homelessness, offering comprehensive support to help them transition to long-term housing.

The program, utilizing the Ontario Homelessness Prevention Program, along with additional capital investment from the United Counties, represents a significant step forward in addressing homelessness in the region. The Pathways Supportive Cabins Program is designed with controlled, invitation-only access managed by the John Howard Society, ensuring that those on the By Name List receive the support they need in a safe and structured environment.

The opening event included a tour of the facilities and remarks from elected officials from Leeds and Grenville, and the John Howard Society, highlighting the collaborative efforts that made this program a reality. The program's success is attributed to the dedicated partnership between the John Howard Society's team and the Counties staff, as well as continuous collaboration with emergency services to ensure site safety.

ATHENS – A Counties owned and operated, a 192-bed long-term care facility in Athens, Ontario kicked off its fundraising campaign today with sights set on $3,000,000 to enhance the lives of residents and staff at the new facility.

Warden Nancy Peckford thanked the Fundraising Committee and stated “Through cooperation, motivation and perseverance, there is no goal we, as a community, cannot accomplish. I call on my colleagues, our industrial and business partners, and our residents to embrace this opportunity to make a meaningful difference in the lives of our residents by donating, organizing events, volunteering and promoting our fundraising campaign.

The Committee unveiled the campaign status to date of $833,750 with presentations being made by George Tackaberry to honour his mother Phyllis, Jeff Baker, Dick Mitchell and Blair Chant from the Athens Lions Club, Jo-Anne Fletcher and Jim Donovan from the Hudson Burnbrae Foundation and long-time Athens resident Bob Watts. In the upcoming weeks, other announcements will be made with donors who have contributed to this progress.

Leeds and Grenville Launches Affordable Housing Development Lab

The United Counties of Leeds and Grenville, Community and Social Services Division is pleased to announced an upcoming new program, the Leeds and Grenville Affordable Housing Development Lab, “The Lab”.

The Lab, will assist non-profit organizations, local municipalities, and community-minded entrepreneurs with no prior housing development experience, to conduct a feasibility assessment and development plan at no cost, to move forward on an affordable housing construction project located in Leeds and Grenville that will provide long-term affordable housing to households in need.

The Lab was created to encourage the development of more long-term affordable housing units in Leeds and Grenville. There are many organizations that have suitable development lands and a desire to help be part of the solution, but lack the experience and expertise to move their project concept forward.

“This initiative began as a result of discussions with non-profit organizations and community groups that aspire to build housing to help people in need, but are unsure of how to move forward. The Lab is intended to move the needle forward to accelerate projects that are being contemplated, by creating a feasible plan to move forward to construction, and ultimately help move people in-need into affordable homes faster”, Alison Tutak, Director of Community and Social Services.

Over the past decade, the Community Housing Department has seen a noticeable decrease in the number of new applicants being able to move into subsidized units. This is as a result of a number of factors, including less tenants moving out of community housing units. Tenants that move into subsidized housing units are choosing to reside there longer, because it is much more affordable than the private market. This places a greater demand on the waitlists for subsidized housing units in Leeds and Grenville, and increases wait times for households that need affordable housing.

The United Counties of Leeds and Grenville, has obtained the services of Tim Welch Consulting Inc. (TWC), to provide development expertise for The Leeds and Grenville Affordable Housing Development Lab. TWC brings over 30 years’ experience in working on affordable housing developments and housing policy research. Tim Welch Consulting Inc. has had a proven track record over the past seventeen years, in helping affordable housing projects reach the construction and completion stage in Ontario. They helped many new non-profits focus their efforts to create financially viable business plans that can set the stage for a housing development to move forward to help meet the housing needs in their communities.

Applications for The Lab will open on Tuesday August 13^th, and close on Friday September 13^th, 2024. Applicants can apply for The Lab’s services by visiting the United Counties of Leeds and Grenville’s website at www.Leedsgrenville.com, and completing an online application form. Applications must be for a project located within Leeds and Grenville that aim to create long-term Affordable Housing. Program eligibility criteria is outlined on the Leeds and Grenville website. Funding for this program is provided by the United Counties of Leeds and Grenville and is limited; application proposals will be assessed by a staff committee according to suitability for the program and alignment with program goals.

United Counties of Leeds and Grenville Appoints Al Horsman as New Chief Administrative Officer

The United Counties of Leeds and Grenville is pleased to announce the appointment of Al Horsman as the new Chief Administrative Officer (CAO).

Mr. Horsman has significant executive experience as a Chief Administrative Officer and Chief Financial Officer (CFO) in the municipal sector including the City of Guelph, City of Sault Ste. Marie, City of Toronto and City of Kawartha Lakes in Ontario, as well as the City of Maple Ridge, British Columbia.

In all of his roles, and in addition to other portfolios, Mr. Horsman held oversight responsibility for municipal infrastructure, economic, works, financial and emergency services. The Agricultural Area Review (AAR) has not been completed, and there have been no final decisions made as part of this process.

The public engagement phase of the process remains ongoing, and feedback from the landowners and the community is still welcome as we continue to work with the study.

Public engagement is key to this process, and we are looking to build on the communications we had sent to over 2,000 landowners who may be impacted by the process and were invited to provide feedback.

As this process remains ongoing, the United Counties of Leeds and Grenville will continue to receive feedback, update its analysis and inform the community of any and all related items as they relate to the AAR process.

Construction of the new G. Tackaberry and Family Home in Athens nears the 30% completion mark.

The construction of the new 192-bed G. Tackaberry and Family Home, located on the campus of the existing Maple View Lodge, is almost 30% complete and is on schedule to open its doors to residents in the summer of 2025.

Recently accomplished construction milestones include:

Completion of two stairwell blockworks, with a third stairwell in progress;
Finalized the underground plumbing and electrical within the centre core;
Nearing completion of the elevator shaft construction;
Completion of the North Wing and South Wing slabs;
Poured the concrete pads for generator; and
Continued progress of the structural steel placements from the ground floor to the penthouse level.

Child Care Expansion in Township of Rideau Lakes - New Centre Now Open in Portland

Portland, ON – The United Counties of Leeds and Grenville, in partnership with the Township of Rideau Lakes and the Rideau Lakes Early Learning Centre, is pleased to announce the completion of a new child care centre at 2767 Highway 15, Portland, ON. The centre officially opened on January 5, 2026, welcoming 23 children into newly created, affordable, high-quality licensed child care spaces at the Emmanuel Heritage Centre.

This expansion forms part of the Canada-Wide Early Learning and Child Care (CWELCC) initiative and aligns with the Leeds and Grenville CWELCC Leeds and Grenville Directed Growth Strategy, funded jointly by the federal and provincial governments. Through this strategy, a total of 685 new affordable, licensed child care spaces will be created across Leeds and Grenville by the end of 2026. To date, the County has successfully led the creation of 370 of these new CWELCC Directed Growth Strategy spaces, since 2022.

“Congratulations to everyone involved in the opening of the Rideau Lakes Early Learning Child Care Centre. I’m pleased that our government is supporting the creation of these new spaces, which is tremendous news for parents who rely on high-quality, affordable care for their children,” said Steve Clark, MPP for Leeds-Grenville-Thousand Islands and Rideau Lakes. “As MPP, I’m committed to working with the United Counties, its partners, and our government to expand access to affordable childcare in our rural communities.”

Warden Corinna Smith-Gatcke celebrated the milestone, saying, “I am very pleased to see this new centre open its doors, as it represents a major step forward in meeting both the current and future child care needs of families in Rideau Lakes. By expanding access to high-quality, affordable child care close to home, we are helping parents pursue work, education, and opportunity while giving children the strongest possible start. Access to child care remains a top concern for families across Leeds and Grenville, and this expansion is a meaningful step forward. In addition to the new centre in Portland, a new Kindergarten/School Age program, Centre éducatif Les Petits Trésors, has been created at Lombardy Public School. Combined, the new Rideau Lakes Early Learning Centre and Centre éducatif Les Petits Trésors have expanded access to 36 CWELCC Directed Growth Strategy spaceswithin the Rideau Lakes community.

The County Road 43 four-lane widening project to improve road safety, active transportation and spark regional economic growth is moving forward this year. Media Release - No COVID-19 at Maple View Lodge in Athens

Maple View Lodge, the Counties long-term care home, was placed in a Respiratory Outbreak by the Lanark, Leeds and Grenville Health Unit on April 3. A total of four residents exhibited one or more upper respiratory symptoms. The residents were insolated in their rooms and families notified.

Earlier this week, the test results for two of the residents were received – both negative meaning no COVID-19. Today, the Lodge received the final two results and both are negative. “This is excellent news, and I’m so happy for the residents, families and staff at Maple View Lodge” says Warden Pat Sayeau upon being notified.

Both our residents and staff are monitored twice daily as a preventative measure. Staff have implemented enhanced monitoring and screening of all residents during this COVID-19 pandemic. They watch for anyone with a fever, onset of a new or exacerbated cough, and all other COVID-19 symptoms.

The Counties will continue to work in close partnership with our public health unit and our medical director to ensure every possible step is taken to protect our residents. The health and safety of our residents, and the team members who serve them, is our highest priority.

Community Consultation for the 2025 - 2035 Leeds and Grenville Housing and Homelessness Plan

The United Counties of Leeds and Grenville is asking the public to provide feedback for the 2025 – 2035 Housing and Homelessness Plan that is under development. The new ten-year Plan will continue the conversation about Leeds and Grenville’s housing and homelessness needs, and is gathering input through an online survey and at a public information session.

Leading up to the community consultation, a comprehensive housing need and demand review was undertaken by the Community and Social Services Division, including a review of homelessness data, housing market trends, rent-geared-to-income waitlist demands, housing assets and needs, affordability, and accessibility of housing. This critical information was the foundation for building the draft plan to meet the identified needs and the proposed goals and outcomes. In addition to the public information session and surveys, targeted consultation sessions are also being held for persons with lived-experience of homelessness and housing instability, as well as community partners working in the housing and homelessness sector.

As rents have continued to rise since the COVID-19 pandemic, households in Leeds and Grenville have struggled to afford the cost to pay rent, purchase their first home, and find an affordable place to call home. The need for more affordable housing options, supportive housing, and homelessness supports has never been greater in Leeds and Grenville. Leeds Grenville’s Housing and Homelessness Plan strives to embody a strategic, community-focused approach to end homelessness, and plan for and meet future housing needs for low-to-moderate income households in Leeds and Grenville. The community consultation will provide an opportunity to listen to the challenges, what is working, and comment on the proposed actions and outcomes to address and prevent homelessness, and facilitate and promote an adequate supply of community and affordable housing.

The online survey is available from October 22 through November 15, 2024, and is accessed by visiting https://www.leedsgrenville.com/en/services/10-year-housing---homelessness-plan.aspx. The public also will have an opportunity to attend an in-person information session to provide their input on Wednesday November 6, 2024 at 1:30pm at the Brockville Memorial Civic Center.

Athens District High School (ADHS) raises over $3,000 for Maple View Landings Redevelopment Project. Students Katherine Pattemore and Addisan Kennedy spearheaded the event which tallied $3,043.00 which came from team entry fees, a 50-50 draw, a bake sale, hot dog lunch, and silent auction. This Charity Volleyball tournament, bake sale and silent auction more than doubles organizers’ goal!

The Maple View Landings Redevelopment Project (G. Tackaberry and Family Home) saw a volleyball “spike” in donations on November 16th when a charity tournament was held at Athens District High School and the organizers more than doubled their fundraising goal.

Counties Council Approves 2026 Budget with 2.46% Tax Rate Increase

Counties Council has approved the 2026 budget, which includes a 2.46% tax rate increase over 2025. The United Counties of Leeds and Grenville will collect $56.3 million from property taxpayers this year to support key services and capital investments.

The 2026 budget outlines total expenditures of $160.5 million, including $40.4 million dedicated to capital projects.

“This year’s budget continues to strengthen our asset and financial planning, with an emphasis on long-term infrastructure renewal,” said Counties Chief Administrative Officer Al Horsman. “Our investments focus on affordable housing, enhanced paramedic response, and public works infrastructure. These priorities are being advanced with an increased awareness of accessibility, communication, and climate resilience to support sustainable community growth.”

Because a Province-wide property assessment update did not occur again in 2026, the median non-waterfront residential property in Leeds and Grenville remains assessed at $234,000. The approved tax rate will increase the Counties portion of taxes on this property by approximately $25.95.

“With the hard work of staff, Counties Council has approved a 2026 budget that responds to current financial conditions,” said Warden Corinna Smith-Gatcke. “This budget puts us in a stronger position to meet future infrastructure needs. Given the potential for a much higher increase, I am very pleased with the collaboration among Council and staff to deliver a fiscally responsible result in a time of compounding financial pressure.”

United Counties of Leeds and Grenville to Receive Additional 240 New Child Care Spaces Through Canada-Wide Early Learning and Child Care Initiative

The United Counties of Leeds and Grenville is pleased to announce the addition of 240 new licensed child care spaces through the Canada-Wide Early Learning and Child Care (CWELCC) initiative. These new spaces are in addition to the previously announced 397, bringing the total number of new high-quality affordable child care spaces being created in our community by the end of 2026 to 637 under this federal-provincial initiative.

The spaces are part of the broader CWELCC initiative, in which the Province of Ontario has committed to improving access to child care by creating 86,000 new, high-quality, affordable child care spaces.

“I want to thank the Minister of Education, the Hon. Paul Calandra, and our government for supporting the working families I represent with these additional childcare spaces,” said Steve Clark, MPP for Leeds-Grenville-Thousand Islands and Rideau Lakes. “I know this expansion of new local spaces will come as tremendous news for parents, who rely on high-quality, affordable day care for their children.”

To date, 222 of the 637 new child care spaces have already opened across Leeds and Grenville in communities including Kemptville, Brockville, and Prescott. An additional 74 spaces are currently under development in Portland and Gananoque, which are expected to open by the end of 2025. Further child care expansion projects under this initiative, now in the planning phase, will also result in the creation of new affordable high-quality licensed spaces in communities throughout Leeds and Grenville.

The Community Paramedicine Program has a new home at the North Leeds Paramedic Station. In 2021, the LGPS Community Paramedic Program enrolled 777 clients. These clients were visited in their homes by a Community Paramedic on 1,688 occasions, in addition to 317 virtual visits. “We now have the resources to reach out and provide care to some of our most vulnerable in the community,” said Warden Roger Haley.

Leeds and Grenville Announces Allocation of 637 New Child Care Spaces

The United Counties of Leeds and Grenville is pleased to announce that all 637 Canada-Wide Early Learning and Child Care (CWELCC) Directed Growth Strategy spaces allocated to the region by the Ontario government have now been approved, and construction and program development are underway.

This initiative is being funded by the Government of Canada and Government of Ontario, under the Canada-Wide Early Learning and Child Care Agreement, which supports the creation of affordable, high-quality licensed child care across the province. All 637 new spaces are expected to be operational by December 31, 2026, representing a major step forward in expanding affordable, high-quality licensed child care for families across Leeds and Grenville.

This initiative builds on the success of earlier phases and reflects the Counties’ ongoing commitment to creating accessible, equitable, and sustainable child care opportunities in communities across the region.

Building on the success of Phase 1, the Counties have approved Phase 2 of the YMCA of Eastern Ontario’s child care project in Gananoque, which will add 49 new infant, toddler, and preschool spaces at the 400 Stone Street location. In addition, the Gananoque and District Co-Operative Nursery School has been approved to open 10 new full-time toddler spaces and will transition to full-day, year-round operations for both its existing preschool program and new toddler program beginning in 2026.

Several other communities across Leeds and Grenville will also benefit from the expansion of the CWELCC system. Spencerville and Cardinal will see the very first licensed toddler and preschool spaces being opened in their communities.

In Spencerville, Bells Corners Nursery School will operate 39 toddler and preschool spaces, while in Cardinal, the YMCA of Eastern Ontario will operate 42 new infant, toddler, and preschool spaces, bringing much-needed licensed child care closer to families in these growing areas.

In Athens, an innovative partnership between the United Counties of Leeds and Grenville and Kampus Kids Early Learning Centre will create 60 new infant, toddler, and preschool spaces, along with 15 school-age spaces, as part of the redevelopment of a portion of Maple View Lodge. This project will form part of a larger initiative to reimagine the campus of care model, pairing the newly built G. Tackaberry and Family Home with a new rural child care centre to provide families with access to a continuum of high-quality services within their own community.

In Kemptville, Madison Montessori Academy will expand its existing program to add 99 new toddler, preschool, and kindergarten spaces. In addition, Centre éducatif Cœur des Jeunes recently added 13 Francophone toddler and preschool spaces at the Kemptville Campus, with an additional 10 infant spaces scheduled to open at this site in early 2026, further strengthening child care options in one of the region’s fastest-growing communities.

In the northern part of the Counties, Lombardywill see 13 new kindergarten spaces become CWELCC-supported, operated by Centre éducatif Les Petits Trésors, expanding access to affordable early learning opportunities for families in that area.

In addition to centre-based programs, several new licensed home child care providers under contract with the YMCA of Eastern Ontario will be adding new spaces in Spencerville, Athens, Tincap, and Brockville. These home-based providers will further enhance the flexibility and accessibility of licensed child care for families, particularly in smaller or rural communities.

When complete, these projects will result in 637 new affordable, licensed child care spaces across Leeds and Grenville, all operational by December 31, 2026. This total includes the 280 CWELCC spaces already opened or near completion in Gananoque, Kemptville, Brockville, Prescott, and Portland, demonstrating the commitment of all levels of government to expanding access to licensed child care throughout the region.

Fire Departments Lifting Burn Ban

Be advised effective Friday May 8^th, 2020 at 8:00am, the Total Open-Air Burn Ban has been LIFTED by ALL municipalities within the United Counties of Leeds and Grenville, including the separated municipalities of Brockville, Gananoque and Prescott.

The Ontario Fire Code states thatALL Open-Air Burning must be approved by the Chief Fire Official of your municipality, therefore residents are reminded to follow their municipalities Open Burning Regulations. If you are unsure of your regulations, please reach out to your local fire department. All Open-Air burning will be strictly enforced to your municipalities regulations and failure to comply could result in significant financial penalties.

Although the Open-Air burn ban has been lifted, residents must continue to follow all Federal and Provincial Government COVID-19 Orders which include physical distancing and no gatherings of more than 5 people.

Reminder that failure to comply with Open Burning regulations could result in reinstating the burn ban.

Ribbon Cutting Ceremony Marks Construction Completion of the New G. Tackaberry and Family Home

ATHENS, ON - The United Counties of Leeds and Grenville is proud to celebrate a major milestone in the redevelopment of long-term care services with the official ribbon cutting ceremony for the new G. Tackaberry and Family Home. On Wednesday, January 28, 2026, in Athens, Ontario, the Counties officially marked the completion of construction on the state-of-the-art long-term care home.

The redevelopment project represents the largest capital construction initiative in the history of the United Counties. The new three-storey, six-wing building, which now sits on the grounds of Maple View Landings, will significantly expand long-term care capacity and enhance the quality of life for residents in Leeds and Grenville for decades to come.

John Jordan, Parliamentary Assistant to the Honourable Natalia Kusendova, Minister of Long-Term Care, provided remarks for the occasion, underscoring the importance of the project and the province’s dedication to expanding and modernizing long-term care in Ontario.

Touch-A-Truck Event Returns to Brockville for 2024

The Children’s Services Department of the United Counties of Leeds and Grenville, in partnership with the City of Brockville and the United Way of Leeds and Grenville, is excited to announce the return of the annual TOUCH A TRUCK event and BBQ. This family-friendly event will take place on Friday, August 16th, 2024, at the Brockville Memorial Centre parking lot, located at 100 Magedoma Blvd in Brockville.

Parents, grandparents, and caregivers are invited to bring their children and grandchildren to this FREE event from 10 a.m. to 2 p.m. Attendees will have the unique opportunity to explore and interact with a variety of vehicles, including those from emergency services, construction, public transportation, and more.

Parking will be available at the Memorial Centre, with overflow parking provided in the back parking lot of Brockville's Canadian Tire. Additionally, the Memorial Centre is a regular stop on the Brockville City bus route and this bus will be running as usual that day.

United Counties of Leeds and Grenville Announces Building Housing Faster and Affordably Workshop

The United Counties of Leeds and Grenville has announced a workshop to showcase non-traditional construction methods being used in the Brockville-area, that can build new housing faster and more affordably. The morning session will include presentations that promote modern building methods, including the engineering process, digitality building using robotics, panelized walls, and other innovative builds. In the afternoon there will be project and plant tours in the Brockville area, highlighting local projects and building methods from the morning session.

Speakers will include Sebastian Scott, Chief Building Official, City of Brockville; Andrew Melchers, IN Engineering; Marc Beintema, Nautical Landings Group - Wellings Modular; Dylan Sliter, P3 Panels; Chris Pursel, NOW Housing; Chris Morrison, Manager of Community Housing, the United Counties of Leeds and Grenville; Jackson Wyatt and Alex Kelly, CABN; and John Armitage, Brookland Fine Homes.

The upcoming Affordable Housing Workshop is taking place on Monday October 21, 2024 at the Brockville Memorial Civic Center from 8:30am to noon, and there is no cost to attend. As space is limited, registration in advance is required, and registering early is encouraged. This workshop is appropriate for non-profit organizations, market developers, municipal staff and officials, and others who are interested in learning about innovative building methods for affordable housing.

United Counties of Leeds and Grenville Announces Update Regarding 10-Year Housing and Homelessness Plan

The United Counties of Leeds and Grenville has approved the 2025–2035 Housing and Homelessness Plan (HHP), a strategic framework designed to meet the evolving housing needs of our communities. The HHP was formally recommended by the Leeds Grenville Joint Services Committee (JSC), which includes all Members of Counties Council and the Mayors of the City of Brockville, Town of Gananoque, and Town of Prescott.

The Cooperative Care Centre (CCC) has played an important role in delivering emergency shelter services in Leeds and Grenville. We extend our appreciation to CCC staff for their dedication in serving some of the most vulnerable members of our community. As the Counties moves forward with the implementation of the HHP, Counties Council has decided to continue to provide the full amount of funding which would have funded the CCC up to March 31, 2026, though the final payment will occur in 2025. Counties staff will continue to work collaboratively with the CCC to ensure a smooth transition to those experiencing homelessness.

Homelessness remains a difficult and deeply personal reality for many individuals and families across our region. The Counties are reaffirming their commitment to supporting those most affected and ensuring that every resident has access to safe, stable, and dignified housing.

“I want to thank the Cooperative Care Centre for its dedication and commitment to serving some of the most vulnerable members of our community. Their efforts have made a meaningful difference during a time of great need,” said Warden Corinna Smith-Gatcke. “As we move forward, Council is confident in the 2025–2035 Housing and Homelessness Plan as a long-term solution to address housing challenges in Leeds and Grenville. This plan reflects our shared commitment to creating safe, stable, and supportive housing options for residents, and we look forward to working with our partners to make these goals a reality”.

A key component of the HHP is the expansion of permanent supportive housing. The Counties will prioritize the creation of 150 new supportive housing units over the next ten years, providing stable housing with integrated supports for individuals with complex needs. As part of this commitment, staff have implemented an additional 24 supportive housing units at 1805 County Road 2, in Brockville. With this project, the Counties will achieve 49 units in the first year, which is 33 percent of the overall goal.

The HHP also introduces measures to improve service delivery and cost efficiency. Supported by funding from the Ministry of Municipal Affairs and Housing, this approach ensures a financially sustainable model for long-term service delivery.

This plan reflects a strong commitment to serving the community and creating new, supportive spaces for residents. It includes clear goals and indicators to track progress and ensure accountability. With collaboration from community partners and service providers, the Counties are confident this plan will lead to meaningful improvements in housing outcomes and help build a more inclusive and resilient region.

Counties Partnership, Provincial Funding, Allocate 23 New Licensed Child Care Spaces in Portland by Fall of 2025

The United Counties of Leeds and Grenville, in partnership with the Township of Rideau Lakes, Rideau Lakes Early Learning Centre (RLELC), and the Portland on the Rideau Historical Society, are pleased to announce the allocation of 23 new affordable licensed child care spaces in Portland. These new high-quality licensed child care spaces are expected to begin operations by fall 2025.

The new child care spaces will be operated by the RLELC, inside Portland’s Emanuel Heritage Centre. "We are delighted to be working with these partners to offer new child care spaces in our community under the Canada Wide Early Learning Child Care (CWELCC) initiative", said Sonya Seward, Executive Director, RLELC.

Mayor of Rideau Lakes, and member of Counties Council, Arie Hoogenboom, shared his enthusiasm about the new child care spaces saying, “I am thrilled to have contributed to the expansion of this important family service.”

The spaces are part of the broader CWELCC, in which the Province of Ontario has committed to improving access to child care by allocating funding to support the creation of 86,000 new, high-quality, affordable child care spaces.

Under the CWELCC, the Province of Ontario approved the CWELCC Leeds and Grenville Directed Growth Strategy that will see a total of 397 new affordable licensed infant, toddler and preschool spaces being created across Leeds and Grenville by the end of 2026.

Steve Clark, MPP for Leeds-Grenville-Thousand Islands and Rideau Lakes and Corinna Smith-Gatcke, Warden for the United Counties of Leeds and Grenville brought greetings to the morning's healthcare session with representatives from various Family Health Organizations, Hospitals, along with Retirement and Long-term care facilities.

MPP Clark, shared the REDI journey and the importance of taking advantage of this program. “We have a tremendous opportunity in our region to use the pilot program this year to bring in new physicians, nurse practitioners, nurses, PSWs, technicians, and other healthcare providers,” said Clark, adding “Our government is committed to a number of initiatives to train more people to work in our healthcare system. As that work continues, REDI provides us with a unique opportunity to help ourselves. Let’s make sure we capitalize on it.”

Warden Corinna Smith-Gatcke thanked Mr. Clark for advocating that Leeds Grenville be included in the program. "Talent Attraction and Workforce Development is a key strategic area of focus for the Counties; REDI is a pathway to permanent residency for up to 200 skilled foreign workers who already have a job offer." She said, adding "the need for family physicians and other healthcare professionals is significant and Counties Council didn’t hesitate in being part of the REDI pilot program.”

Sherri Fournier Hudson and George Smitherman from Health Workforce Innovations were introduced by Counties Warden. The Counties along with Brockville, Prescott and Gananoque have invested more than $168,000 in 2025 towards their services of securing Health Human Resources.

Three sessions were held, each addressing multiple industry sectors including healthcare, manufacturing, logistics, warehousing and construction with an open session for any business and interested applicants. The goal of each session was to help attendees better understand the REDI program process and its purpose to assist employers with making informed decisions regarding talent attraction and retention.

Employers who are struggling to find a skilled workforce to meet business goals can consider innovative strategies under the Ontario Immigrant Nominee Program (OINP). Leeds Grenville employers could utilize OINP and the Regional Economic Development through Immigration pilot program to address these shortfalls. Leeds and Grenville Partners Receive $3.6 Million in Health Canada Funding to Support Substance Use and Addiction Programming

Brockville, ON – Leeds and Grenville partners have secured $3.6 million in funding from Health Canada’s Substance use and Addictions Program (SUAP) to expand community-led initiatives addressing substance use and addiction.

The Summit Integrated Care initiative (Summit) offers a single point of access to healthcare and referral services through a multidisciplinary team of community paramedics, health system navigators, and a Nurse Practitioner. Operating under a harm-reduction model, Summit provides flexible service hours, including evenings and weekends, so participants can access resources and education that support stabilization, safety, and recovery.

Day-to-day Summit operations are being led by Leeds Grenville Community Paramedic Program – Summit Integrated Outreach Team. Southeast Public Health will oversee financial management and data reporting through March 2028.

Since its launch in April 2025, Summit has enrolled 239 participants, with numbers continuing to grow through referrals and proactive outreach. The program works closely with community partners to ensure collaboration and care are delivered where individuals need it most.

Leeds and Grenville Selected for National Homelessness Reduction Innovation Fund

BROCKVILLE, ON - The United Counties of Leeds and Grenville has been named one of the first communities in Canada to receive funding through the Homelessness Reduction Innovation Fund (HRIF), a national initiative supported by the Government of Canada and the Canadian Alliance to End Homelessness.

The announcement was made by federal Minister of Housing and Infrastructure Gregor Robertson during the National Conference on Ending Homelessness in Montreal on October 30, 2025. Leeds and Grenville’s project is among a select group chosen to pilot innovative approaches aimed at reducing homelessness across the country.

On Thursday, November 13, an official opening and ribbon-cutting ceremony was held to celebrate the John Howard Society’s Pathways Cabin Program expansion, which includes the addition of 24 new supportive housing units located in the adjacent building. The expansion has been made possible through an $830,000 grant from HRIF, which supports targeted, data-informed projects that help communities reduce homelessness and promote sustainable housing solutions.

In February 2025, 25 supportive cabins opened at 1805 County Road 2 East in Brockville, ON, providing transitional housing for individuals experiencing homelessness. Adjacent to these cabins, a former dormitory-style building has now been transformed into an additional 24 supportive housing units, extending the range of care. The program will provide ongoing stabilization supports for individuals progressing from the supportive cabins toward greater independence and long-term housing stability.

The focus of this project is to increase successful move-ins and support a step-by-step progression for individuals experiencing homelessness toward independent housing stability. With the existing partnership with the John Howard Society’s cabin program, this initiative creates a natural progression for residents who have demonstrated readiness to transition from the supportive cabins to less intensive supportive units.

Residents will receive supports focused on building essential life skills, including cooking and grocery shopping, obtaining personal identification, employment readiness and job search assistance, financial literacy and money management, anger management and conflict resolution, and addiction recovery and wellness supports. These skill-building opportunities will foster confidence, independence, and readiness for long-term housing success.

The HRIF investment aligns with the Counties’ 10-Year Housing and Homelessness Plan, “United in Housing Solutions for All,” which aims to create 150 supportive housing units over the next decade. With this project, the Counties will achieve 49 units in the first year—33 percent of the overall goal. Officials also acknowledged the City of Brockville for providing the building and waiving lease costs for two years, making the expansion possible.

Local leaders believe the project will not only transform lives in Leeds and Grenville but also serve as a model for communities across Canada.

The Canadian Alliance to End Homelessness (CAEH) and the Government of Canada are partnering with communities like ours to meaningfully reduce homelessness through the Homelessness Reduction Innovation Fund (HRIF). Through HRIF, communities identify opportunities to reduce homelessness using local, real-time data and get the chance to test those ideas. That includes improving systems for groups of people who most often fall through the cracks. Counties' Update Regarding Warming Centre in Brockville

We deeply appreciate the compassion and care shown by community members and those working tirelessly to make a difference for those who are experiencing homelessness. We have heard and acknowledge the community’s concerns with respect to the impacts of the warming centre recently opened at 55 Reynolds Drive in Brockville.

The United Counties of Leeds and Grenville opened the temporary warming centre to ensure no person would be left outside during periods of extreme cold. Protecting life and safety remains our foremost priority.

“Our goal has always been to keep people safe, housed and off the streets during the coldest months. This is why we recognized the urgency of opening a warming centre. We know this decision has raised concerns in the community in regards to the location, and we want you to know that we hear you. This is not an ideal situation, and we are working hard to land a better, long-term solution that meets everyone’s needs. Further Update on the G. Tackaberry and Family Long-Term Care Home in Athens

The United Counties of Leeds and Grenville is providing an updated status on the G. Tackaberry and Family Long-Term Care Home following a report presented to Committee of the Whole on April 8, 2026.

Although construction of the home is mostly complete and staff have been working inside the building since November 2025, the home is not yet open to residents. Some final construction items need to be completed, and the home must receive provincial approval before residents can move in.

During construction, several improvements were added to better support residents, staff, and daily operations. These improvements included safety and accessibility upgrades, along with changes to room layouts and equipment. While these updates will benefit residents in the long term, they require extra design and construction work and added time to the project.

Staff have been working closely with the Ministry of Long-Term Care to complete the required licensing and approval process. This process includes detailed reviews, safety checks, and inspections. The Ministry requires a full, unconditional building occupancy permit before final inspections can take place. Once that permit is issued, Ministry staff will complete both virtual and in-person inspections of the home. Work continues daily with contractors, consultants, and the Ministry to complete all remaining requirements as soon as possible. Provincial approval is now expected later this spring, followed by a carefully planned, phased move-in process to ensure residents transition safely and smoothly.

The United Counties of Leeds and Grenville remain committed to opening the G. Tackaberry and Family Long-Term Care Home as soon as all approvals are in place and will continue to share updates as new information becomes available.

Leeds Grenville Municipalities Donate $296,800 to G. Tackaberry and Family Long-Term Care Home

Twelve municipalities across Leeds and Grenville have officially donated a total of $296,800 to the G. Tackaberry and Family Long-Term Care Home in Athens, ON. The donation was presented by the mayors from these municipalities prior to July’s Joint Services Committee meeting, supporting the redevelopment project.

Arie Hoogenboom, Mayor of Rideau Lakes and a member of the redevelopment project’s fundraising committee, expressed his enthusiasm for the collective dedication and commitment shown towards the project.

"This is a very important project for our area," said Hoogenboom, who was responsible for presenting the fundraising vision to all municipalities in Leeds and Grenville. "Providing 132 new long-term care beds is a significant investment for the residents of Leeds and Grenville.

"I thank the municipal councils for their generosity and support for this very worthwhile cause."

The municipalities’ donations (listed below) were based on $1 per resident, for three years.

Ontario's Minister of Long-Term Care and MPP Clark Welcomed to Maple View Lodge

This week, the United Counties of Leeds and Grenville were honored to host Ontario’s Minister of Long-Term Care, the Honourable Natalia Kusendova-Bashta, and Leeds-Grenville-Thousand Islands and Rideau Lakes MPP, Steve Clark, for an in-depth tour of Maple View Lodge in Athens. The visit provided an opportunity for the Minister and MPP to engage directly with the beloved residents and dedicated staff of the long-term care home.

Mayor of Athens, Herb Scott, thanked the group for coming and shared a story of the home’s rich history and place within the community. “Thank you very much for coming, we would be happy to have you back any time you would like”, said Scott. The Mayor also shared his excitement for the opening of the G. Tackaberry and Family Long-Term Care home next summer which will feature 192 beds in a state of the art facility next door to Mapleview Lodge.

During their visit, Minister Kusendova-Bashta and MPP Clark took the time out of the visit to speak with both residents and staff, learning of the facilities history, and gaining insight into the daily experiences of those who call Maple View Lodge home. These interactions emphasized the importance of personalizing care in long-term care facilities and the vital role these amenities play in our communities.

“This week, I had the privilege of touring Maple View Lodge in Athens,” said Natalia Kusendova-Bashta, Minister of Long-Term Care. “I was impressed by the unique programs offered here that are making such a difference in the lives of residents. Supportive Housing Cabins Approved by Joint Services Committee

The United Counties of Leeds and Grenville is pleased to announce the final approval of a long-awaited and critically needed supportive housing project aimed at addressing homelessness in the region.

Having received $3.1 million in annual funding from the Government of Ontario's Homeless Prevention Program, the United Counties directed a $1.6 million investment towards 25 cabins that will be established in the City of Brockville for individuals experiencing chronic homelessness, providing them with short-term stabilization as they transition to longer-term supportive housing.

Leeds Grenville Paramedic Service Peer Support Team Receives Funding to Strengthen Mental Health Supports

The Leeds Grenville Paramedic Service (LGPS) is enhancing mental health and wellness resources for its frontline staff through its dedicated Peer Support Team. Established three years ago, this volunteer group of paramedics provides 24/7 peer-to-peer assistance, offering both formal and informal support guided by specialized training and a shared commitment to colleague well-being.

“These funds will assist in strengthening our peer support team as well as timely access to care for our paramedics, helping them stay healthy so they can keep our communities safe,” said Jeff Carss, Chief of LGPS.

Earlier this year, LGPS welcomed new members to the Peer Support Team following spring interviews, reflecting the growing need for strong mental health resources within the paramedic community.

In October, LGPS received a one-time grant of $25,000 through Ontario’s Mental Health Supports for Public Safety Personnel (MHS4PSP) Program. This provincial initiative helps public safety organizations deliver specialized mental health services for first responders.

As part of this funding, LGPS will invest in advanced training for its Peer Support Team. In December, team members will participate in Peer Support Fundamentals, a three-day, in-person program facilitated by Warrior Health and Breakwater. Unlike traditional role-play methods, this experiential training emphasizes active listening and real-life sharing, fostering deep emotional connections and strengthening team bonds. These skills will enhance the quality of peer support available to paramedics throughout their challenging careers.

“We are thrilled to have this opportunity to further equip and strengthen our Peer Support Team,” said Leah Nielsen, Wellness Coordinator for the United Counties of Leeds and Grenville. “This training is a significant step forward in supporting the mental health of our paramedics.”

LGPS remains committed to expanding mental health and wellness initiatives, strengthening our staff so they can stay resilient and continue delivering exceptional care and service to the communities they proudly serve.

Maple View Landings Hires New Director, Construction Project Administrator

The United Counties of Leeds and Grenville is pleased to announce the hiring of Maple View Landings new Director, and Construction Project Administrator.

The new Director of Maple View Landings, Cathy Fisher, will join the team in mid-April. Ms. Fisher brings over 20 years of senior management health care experience in various roles and sectors across the continuum of care. Her management experience includes work in both long-term care and the public sector.

Ms. Fisher said “Maple View Lodge and the future Maple View Landings is a very special place and one that I truly want to be a part of. The more I learn about this home and its values, I recognize how well it aligns with who I am as a person. I look forward to joining the Athens community and the great people of Leeds and Grenville."

The new Construction Project Administrator, Mario Garcia, will oversee construction, fundraising, redevelopment of the existing site, and the integration of the new long-term care home with other Counties’ operations. Mr. Garcia brings more than 30 years of experience as an Architect and Senior Construction Manager and has been part of the management of medium and large builds in Ontario and South America.

United Counties of Leeds and Grenville, St. Lawrence College, Officially Welcome Living Classroom to Maple View Lodge

The United Counties of Leeds and Grenville, in partnership with St. Lawrence College, officially welcomed the Living Classroom to Maple View Lodge in Athens, Ontario. The ribbon-cutting ceremony, held on Wednesday, September 25th, was a celebration of the innovative educational model that will benefit both students and the long-term care community.

The Living Classroom model integrates hands-on training within long-term care settings, allowing students to acquire practical skills and gain exposure to the day-to-day operations of healthcare environments. This immersive learning approach not only elevates the quality of education but also strengthens ties to rural communities, increasing the likelihood that students will choose to work in local long-term care facilities after graduation.

Funding for this project was made possible through an $11 million investment from the Ministry of Long-Term Care over three years, with support from the Schlegel-UW Research Institute for Aging (RIA) and the Ontario Association of Adult and Continuing Education School Board Administrators (CESBA).

Leeds-Grenville-Thousand Islands and Rideau Lakes MPP, Steve Clark, shared remarks on behalf of the Province of Ontario, celebrating the launch of the program.

“This initiative provides St. Lawrence College students with real-world, hands-on experience, all under proper supervision,” said MPP Clark. “I can’t think of a better group of compassionate, outstanding care providers for students to learn from than the incredible team here at Maple View.”

MPP Clark expressed his enthusiasm for the program’s potential, stating, “Graduates will be able to hit the ground running, embarking on a rewarding career that enhances the quality of life for our seniors.”

United Counties of Leeds and Grenville Warden, Nancy Peckford, also attended the event and was thrilled to see the Living Classroom in action. Warden Peckford said, “This program offers the perfect blend of hands-on learning and academic experience. What better way to achieve that than by immersing students in a high-quality long-term care home with incredible history, incredible people, and a bright future ahead.”

St. Lawrence College’s Senior Vice President of Academics, Dr. Maher Ghalayini, expressed the college’s pride in being part of the Living Classroom at Maple View Lodge. Dr. Ghalayini said, “We are extremely proud that this program will allow our students to apply their learning from day one, providing them with an invaluable head start in their careers.”

“Equipping future Personal Support Workers with the skills and knowledge they need to serve our community is critical; the care and compassion they will learn to provide is irreplaceable.”

Director of Maple View Lodge, Cathy Fisher, said that the ribbon-cutting ceremony was a momentous occasion. Ms. Fisher said, “The initiative will not only enhance the education of our future Personal Support Workers, but also enrich the lives of our residents.”

Ms. Fisher was excited to officially welcome the St. Lawrence College partnership to the home and give students an opportunity to learn from Maple View Lodge’s dedicated staff and the residents they serve.

Upon successful completion of the program and meeting the outlined performance criteria, students will have the unique opportunity for guaranteed employment at the new, state-of-the-art George Tackaberry and Family Home, when the redevelopment project is completed in the summer of 2025.

An eight-unit residence for people in need of housing, mental health and addictions support was announced today along with new provincial funding.

“Through the Social Services Relief Fund (SSRF) almost $1.6-million has been provided from the provincial government to take a former church and repurpose it into eight bachelor apartments,” said Counties Joint Services Committee Chair Corinna Smith-Gatcke, Mayor of Leeds and the Thousand Islands.

“The Joint Services Committee and Counties staff have been working hard at developing innovative solutions to the housing crisis and homelessness,” said Warden Roger Haley.
“These solutions require partnerships between all levels of government and local community agencies. Today’s showcase is an excellent example of how local solutions that are provincially supported can make a difference,” the Warden said.

Maple View Lodge’s major redevelopment plan revealed today includes details of the new building’s location, outdoor focal points, serene gardens and community gathering spaces.

“This is a great project for the residents of the United Counties and for our businesses, especially those in the construction and medical supply sectors,” Warden Haley said. “I hope over the coming months excitement regarding this redevelopment will continue to build. The Counties has put together a great team of professionals to support this project and we look forward to partnering with the successful general contractor to bring this project to completion,” he said.

The goal is to have residents comfortably in their new home during the summer of 2024.

The Shantyman Plays Joshua Bates Center on February 8th in Support of the New G. Tackaberry and Family Home

ATHENS, ON – You can tap your toes and toss a contribution to support the residents of The G. Tackaberry & Family Home on February 8th when the Shantyman performs a concert at the Joshua Bates Centre. The concert is a fundraiser and a minimum of $10 per person donation would be greatly appreciated.

The concert will feature a selection of songs from the ‘50s and ‘60s by Chris Hum, the Shantyman. The event will also have a display of the G. Tackaberry and Family Home renderings and updates on the progress of this long-term care facility scheduled to open in August of this year.

“I wanted to do something to give back to the community, and this project is very much needed in Leeds and Grenville,” said Chris Hum. “When fundraising committee member Roger Haley approached me, I was more than happy to offer a free night of great music – I really hope that people can open their wallets and donate something to this important project.”

The event will have a cash bar, 50-50 tickets, and a tap-to-donate device for people who would like to donate. Committee members will be on hand to give updates on the project and opportunities for naming rights at the home.

“We are thrilled that Chris is doing this in support of the home,” said Doug Struthers, Fundraising Chair. “We are $800,000 away from our three-million-dollar goal, and every dollar counts over the next 8 months.”

The Maple View Landings Redevelopment Project is the largest capital construction project in the history of the United Counties of Leeds and Grenville, at a cost of more than $86,000,000. Construction of the new three-story, six-wing building is well underway on the Maple View Landings property in Athens, Ontario, and will replace the existing 60-bed Maple View Lodge facility upon its opening, expected in the summer of 2025. The existing building will be repurposed to provide dormitory-style living, independent affordable senior living, and a licensed childcare program.

The contributions made thus far bring the campaign to the two-thirds mark of its goal of $3,000,000, now sitting at a total of over $2,230,000 thanks to additional donations from companies, service clubs, individuals, residents, and resident family members.

Flags Lowered to Half-Mast in Honour of The Right Honourable Brian Mulroney

The United Counties of Leeds and Grenville join the nation in mourning the passing of The Right Honourable Brian Mulroney. The flags at County administration buildings have been respectfully lowered to half-mast in honor of Mr. Mulroney's distinguished legacy.

A prominent Canadian lawyer, businessman, and politician, Mr. Mulroney served as Canada's 18th Prime Minister from 1984 to 1993. He peacefully passed away on February 29, 2024, at the age of 84, surrounded by family.

The United Counties of Leeds and Grenville extend heartfelt condolences to the Mulroney family during this time of loss. The lowered flags will remain a visible tribute until sunset on the day of the funeral.

Counties Announce Temporary Warming Centre Location Change in Brockville

The United Counties of Leeds and Grenville is pleased to announce that the temporary warming centre in Brockville will relocate to a new facility at 166 Pearl Street East. The space will be located in the vacant EarlyON Centre at vacant Commonwealth Public School, which has a separate entrance on the East side of the building. The new space will open at 7:00 p.m. on Thursday, January 15, 2026. This change will better serve individuals accessing the warming centre during the coldest months of the year.

The warming centre will remain staffed by two support workers and will be monitored by on-site security personnel, operating seven days a week from 7:00 p.m. to 7:00 a.m. Those using the warming centre will have access to water, coffee, light snacks, gravity chairs, and blankets, paired with intensive case management.

“We are thankful to the Upper Canada District School Board for granting us temporary access to this facility. This new location allows us to provide a safe and more comfortable environment for those using the centre and we are continuing to work toward a permanent solution,” said Warden Corinna Smith-Gatcke. “Our priority remains protecting life and safety, and we appreciate the community’s support as we make these improvements.”

The Counties wish to thank the residents of 55 Reynolds Drive and the broader community for their patience and understanding as we worked to secure a more suitable space.

As a reminder, the Lanark, Leeds and Grenville Addictions and Mental Health (LLGAMH), Drop-In Centre have extended hours to better serve clients. The Drop-In, located at 25 Front Avenue West, South Entrance, is now open 8:00 a.m. to 7:00 p.m., seven days a week until April 30, 2026. Clients can access the Drop-In for a safe, warm, and welcoming place to access basic needs such as laundry and shower facilities and cellphone charging.

The Tackaberry Summersgiving Tour and Fundraising event to raise funds for the new 192-bed long-term care home was held on June 24, 2023. The highlight of the day was a presentation of a generous $400,000 donation by the Tackaberry Family, which led to the naming of the new, state-of-the-art facility. This contribution was in addition to a previous $100,000 donation by George Tackaberry in memory of his mother Phyllis, for naming rights to a “neighbourhood” (wing) in the new long-term care home. This successful event hosted by the Tackaberry family also raised over $30,000 from ticket sales.

Rural Housing Solutions:
- Water/sewer services solutions for expediting new affordable development
- Turning empty bedrooms into extra income

Project Financing Solutions for Affordable Housing Construction

Alternative building solutions such as:
- Modular construction, 3D printing, mass timber construction, energy efficient builds, and other innovative affordable housing building models

Missing Middle Housing promoting in-fill development, such as constructing duplexes, triplexes, townhouses and multi-unit buildings.

Counties Enter into Funding Agreement for Living Classroom at Maple View Lodge

The United Counties of Leeds and Grenville, in partnership with St. Lawrence College, have entered into a funding agreement for the implementation of a Living Classroom at Maple View Lodge in Athens, Ontario. In March of 2024, a joint funding application was submitted and was successfully selected to receive an amount of $99,966.00.

Funding for the project comes after the Ministry of Long-Term Care announced an $11M investment over three years, with collaboration from the Schlegel-UW Research Institute for Aging (RIA) and the Ontario Association of Adult and Continuing Education School Board Administrators (CESBA).

The Living Classroom model combines hands-on training in long-term care settings, providing students with practical skills, and exposure to the day-to-day workings of healthcare environments. This form of learning boosts the quality of students’ education and enhances the connections to rural communities, which increases the likelihood of them choosing to work in local long-term care facilities after graduating.

Counties Council Honours Mayor Herb Scott with Caf� Dedication at New G. Tackaberry and Family Home

BROCKVILLE, ON – At its meeting on September 25, 2025, the Council of the United Counties of Leeds and Grenville formally recognized Mayor Herb Scott for his outstanding contributions to the region by dedicating the café at the newly constructed G. Tackaberry and Family Home in his honour.

Mayor Scott, long-serving Mayor of the Township of Athens and dedicated member of Counties Council, was celebrated for his leadership and vision, which were instrumental in the development of the new long-term care facility. His commitment to enhancing care for seniors across Leeds and Grenville was acknowledged during a special presentation at the Council meeting.

Just prior to the presentation from Warden Corinna Smith-Gatcke, Mayor Scott was surprised by the arrival of his family, friends, and colleagues, who entered the gallery to join in the tribute. The moment added a heartfelt touch to an already emotional and meaningful occasion.

Although the permanent plaque for the café will be installed at a later date, Mayor Scott was presented with a framed certificate marking the dedication.

“It's a privilege for me to join today in recognizing your lifetime of selfless and humble service to your community, neighbours, friends, and family,” said MP Michael Barrett.

“The thoughtfulness and professionalism really is an example for anyone who seeks to hold public office.”

“It's a wonderful unanimous decision by Counties Council to honour someone who looks for recognition the least, but deserves it the most,” said MPP Steve Clark.

“The amount of effort you put in around this table to get this home where it is today is a testament to your tenacity and your love for your community.”

“No one is more deserving than you, Mr. Scott,” said Warden Corinna Smith-Gatcke.

“The café, for those who don't know, is a beautiful space right inside the main entrance, which with your quiet kindness, Sir, is a perfect spot to welcome those coming to reside or visit in the new G. Tackaberry and Family Home.”

“We hope that all those who sit in that café understand what community is about, and why it's important to support your community.”

Mayor Scott thanked all those in attendance, from the bottom of his heart, for the tribute.

The plaque outside the café will officially read, “This café is dedicated to Herb Scott, Mayor of the Township of Athens and a long-serving member of the Council of the United Counties of Leeds and Grenville.

Mayor Scott’s vision, leadership, and unwavering commitment was instrumental in the development of this Home. His legacy lives on in the dignity and quality of care provided here, and his impact will continue to be felt throughout the community for years to come.”

The G. Tackaberry and Family Home represents a significant investment in the future of long-term care in our region, and the café dedication ensures that Mayor Scott’s legacy will be felt by residents, staff, and families for generations to come.

Gananoque, ON – The United Counties of Leeds and Grenville, in partnership with the Town of Gananoque and the YMCA of Eastern Ontario, is pleased to announce the grand opening and successful completion of Phase 1 of the new child care centre at 400 Stone Street. A ribbon-cutting ceremony to mark this milestone will be held on Thursday, October 9, 2025, at 2:00 p.m., and members of the public are warmly invited to attend.

The new centre officially opened its doors on September 15, 2025, welcoming 39 toddlers and preschoolers into newly created, high-quality, licensed child care spaces—meeting a critical need for families in the region.

The expansion is part of the Canada Wide Early Learning and Child Care (CWELCC) system and are supported through the CWELCC Leeds and Grenville Directed Growth Strategy, which is funded by both federal and provincial governments. The updated strategy will create 637 new affordable, licensed child care spaces across Leeds and Grenville by the end of 2026.

Leeds Grenville Accessibility Advisory Committee Hosts Successful First Workshop - Building Accessibility - It's Easier Than You Think!

BROCKVILLE ON – The Leeds Grenville Accessibility Advisory Committee hosted a successful first workshop, entitled “Building Accessibility – It’s Easier Than You Think!” Friday, October 3^rd. The event, designed to provide information on making homes and businesses accessible to people with disabilities, featured speakers from across Leeds and Grenville.

Speakers at the event included representatives from the building community, such as Amsted Design-Build, and speakers with lived experience with disabilities. The Accessibility Advisory Committee from the United Counties, the Municipality of North Grenville, Township of Rideau Lakes and the City of Brockville spoke, updating the participants on what the Committees have been up to. Speakers represented Community Involvement Legacy Homes, Developmental Services of Leeds and Grenville, and the United Counties of Leeds and Grenville, as well as Brockville Home Health Care.

The event was hosted by Leeds Grenville Accessibility Advisory Committee Chair Rob Wright, who said “I felt the event was a success. The active participation by attendees and valuable knowledge gained from the speakers, highlights the need for action in making buildings accessible.”

Presentations touched on lived experience updating a 200-Year-Old Stone House, how to create accessible spaces using Universal Design, the importance of inclusivity, the process of creating secondary dwellings that support accessibility, and information on the accessible units that make up part of the United Counties’ Community Housing stock.

The event brought out exhibitors from the accessibility community who showcased their products and services. Exhibitors included Amsted Design-Build, Developmental Services of Leeds and Grenville, TFH Canada Special Needs Toys, Brockville Home Health Care, and the United Counties of Leeds and Grenville Affordable Housing Department.

The Leeds Grenville Accessibility Advisory Committee thanks all attendees, speakers and exhibitors for their participation.

Counties Council Authorizes Sale of Surplus Land in Township of Edwardsburgh Cardinal

The United Counties of Leeds and Grenville has officially declared approximately 600 acres of land on Byers Road in Edwardsburgh Cardinal, as surplus.

Counties Council authorized its sale to the Township of Edwardsburgh Cardinal for a purchase price of $1,885,500. This decision was made at the Counties Council meeting held on June 20, 2024. The sale amount was informed through external land appraisals conducted by the Counties and the Township, respectively.

The land, legally described as NW1/4LT 15 CON 4 EDWARDSBURGH; NE1/4 LT 15 CON 4 EDWARDSBURGH; S 1/2 LT 15 CON 4 EDWARDSBURGH; PT LT 14 CON 4 EDWARDSBURGH; PT N1/2 LT 16 CON 4 EDWARDSBURGH PT 1,2, 15R9662, PT 1, 15R9579, PT 1 15R8306; EDWARDSBURGH/CARDINAL PIN 68146-0223, was once proposed as a waste disposal site for Leeds and Grenville.

The lands were originally purchased by the Counties in partnership with the Town of Prescott and City of Brockville. This sale fully recovers the original investment of the partner municipalities and marks a significant shift, allowing the dormant lands to be placed into productive use by the Township of Edwardsburgh Cardinal.

In response to the sale, Warden Nancy Peckford said, “By transitioning this land from a proposed waste disposal site to a valuable asset for development, we are recovering our initial investment and supporting growth in Edwardsburgh Cardinal. It’s a beneficial outcome for our region.”

Mayor of Edwardsburgh Cardinal, Tory Deschamps, said “With this purchase, Edwardsburgh-Cardinal Council is extremely excited to put the potential of the ED19 landfill behind us. This is a great opportunity for EC, one of several important strategic investments as Council looks to protect the long term vitality of our township.”

United Counties of Leeds and Grenville to Defend Position on Agricultural Area Review

The United Counties of Leeds and Grenville confirms that the Minister of Municipal Affairs and Housing has submitted an appeal to the Ontario Land Tribunal (OLT) regarding Counties Official Plan Amendment No. 5 (OPA 5). This amendment implements the findings of the Agricultural Area Review.

The Agricultural Area Review was undertaken to meet a requirement established in the Counties’ first Official Plan, approved in 2016. The review examines agricultural lands to identify whether additional prime Agricultural Area lands should be added to the Counties Official Plan and to confirm existing boundaries. The United Counties retained PLANSCAPE, supported by soil experts, to carry out the study using the provincially supported Land Evaluation and Area Review (LEAR) methodology.

The Counties has retained legal counsel and will be defending its position before the Ontario Land Tribunal.

Bottle and Barrel Adventures announced as part of the 1000 Islands Rideau Canal Waterways

Tourism businesses and sites of the 1000 Islands Rideau Canal Waterways Self-Guided Driving Adventures gathered at ArBru Solar Brewery in the Township of Front of Yonge to unveil the 2025 promotional brochure and marketing campaign.

Now featuring over 65 participating locations, the initiative invites both visitors and locals to explore the region’s themed Adventures at their own pace: Gardens, Foodie Shops, Fresh Baked and Cafes. Corinna Smith-Gatcke, Warden of the United Counties of Leeds and Grenville officially announced the newest Adventure – Bottle and Barrel, that adds 10 new businesses who serve craft made beers, ciders, wines and spirits to the tourism experience.

As part of the launch, this year’s 1000 Islands Rideau Canal Waterways Adventures brochure was unveiled. The brochure features and pinpoints each participating location on a regional map making it easier to navigate and connect multiple sites. Travellers can build their own Adventures, including stops at bakeries, foodie shops, gardens, and beverage experiences hosted by the unique people who shape these communities.

“The Adventure Series is a splendid example of local businesses and sites working together to achieve more. With our iconic Canadian tourism assets of the 1000 Islands and the Rideau Canal, the Tourism Adventures provide visitors a great to way to enjoy our culinary delights, immerse themselves in our beautiful scenery and bring direct dollars into our economy that helps our region prosper,” said Warden Corinna Smith-Gatcke.

The Leeds Grenville Economic Development Manager, Ann Weir emphasized the importance of the tourism sector to the region. The marketing campaign will aim to boost visitation and capitalize on the rise in domestic travel while continuing to welcome American travellers with open arms. Many local small businesses depend on visitors—and that’s exactly what this initiative supports.

There is a shared desire to see the region evolve into a year-round destination that attracts visitors with a variety of unique, high-quality, and celebrated travel experiences. Participating businesses are enthusiastic about welcoming guests into their establishments. Look for the Adventures branded window sticker or garden flag identifying their involvement in these tours.

“We are all tourism ambassadors for the region, and there is a key role for each of us to play. The more we cross-promote and share our positive experiences, the more we will benefit together,” said Ann Weir, Economic Development Manager for Leeds Grenville.

Paramedic Service Celebrates Achievements at Paramedic Services Week Event

Johnstown, ON - The United Counties of Leeds and Grenville’s Paramedic Service honored members of their staff on Wednesday, May 22, 2024, as part of National Paramedic Services Week.

The event, held at the South Grenville Paramedic Station in Johnstown, was an opportunity to celebrate members of the Counties’ Paramedic Service for their years of service and the care they provide. Service Chief Jeff Carss opened the event by thanking all Leeds Grenville Paramedics for their service. In his remarks, Chief Carss said, “Your dedication to serving others, often in the most challenging and critical moments, is nothing short of heroic. Day in and day out, you demonstrate unwavering courage, compassion, and professionalism in the face of adversity.”

Each year, staff are recognized for their time spent working with the United Counties of Leeds and Grenville. This is a counties award, and recognizes individuals for 5, 10, 15, 20, and 25 years of service. In addition to counties recognition, Paramedic Long Service medals were also awarded at the event, recognizing personnel who had completed 12, 22, 32 years of Paramedic service and have been employed by Leeds Grenville Paramedic Service for at least five years of continuous service.

The Chair of Leeds and Grenville’s Joint Services Committee and Mayor of Elizabethtown-Kitley, Brant Burrow, was on hand to help present the recognition awards. In his remarks, Burrow said that the Paramedic Service is particularly close to his heart due to the care they provided for his mother over the last few years through the in-home Community Paramedic Program. He added, “I’ve heard from many residents who are so appreciative of the level of care that they receive, and it’s very reassuring to know that we have such a wonderful group of ambassadors representing us in Leeds and Grenville.”

At May’s Counties Council meeting, Warden Nancy Peckford took time to recognize the Leeds Grenville Service on behalf of the Council. Warden Peckford said, “We know that in emergency situations, our paramedics show up highly motivated, extremely skilled, and willing to get the job done; it means so much to us to have such a high-functioning Paramedic Service.”

Following the recognition presentations, Chief Carss stated that the collaboration and dedication of all Leeds Grenville Paramedics in striving to hit the highest levels of excellence is one of the many things he is most proud of. “The family atmosphere that exists in the system that we see every day makes working in Leeds and Grenville so special.”

The Paramedic Service is currently in the process of onboarding new recruits on both the front-line and administrative sides, which will bring additional strength and capacity to the system.

United Counties of Leeds and Grenville Honours Paramedic Greg Davies on Retirement After Over 30 Years of Service

At June's Counties Council meeting, the United Counties of Leeds and Grenville proudly recognized the exceptional career and retirement of Greg Davies, a highly respected paramedic whose unwavering dedication to public service has spanned more than three decades.

Greg Davies began his career in paramedicine on April 13, 1994, with the Brockville Ambulance Service. From the outset, he demonstrated a deep commitment to patient care, teamwork, and community service. His professionalism and adaptability were evident as he served both the Brockville and North Leeds Ambulance Services, earning the respect of colleagues and the gratitude of countless residents.

In January 2001, Greg transitioned into a full-time role with the newly established Leeds Grenville Paramedic Service, under the direction of the United Counties of Leeds and Grenville. Since then, he has been a steadfast and calming presence in the field, known for his reliability, compassion, and mentorship.

Throughout his distinguished career, Greg has played a vital role in mentoring new paramedics, responding to emergencies with poise and expertise, and delivering compassionate care to those in need. His quiet leadership and wealth of knowledge have left an indelible mark on the service and the broader community.

“Greg’s legacy is one of excellence, integrity, and compassion,” said Warden Corinna Smith-Gatcke, on behalf of Counties Council. “His contributions have shaped the culture of our paramedic service and inspired those who have had the privilege to work alongside him.”

As Greg embarks on a well-earned retirement, the Counties Council extends its heartfelt gratitude for his years of dedicated service. His legacy will continue to influence and inspire future generations of paramedics.

Leeds and Grenville – The United Counties of Leeds and Grenville proudly celebrates Paramedic Services Week, running from May 18 to 24, 2025, under the theme “We Care. For Everyone.” This week recognizes the dedication, compassion, and professionalism of paramedics who serve our communities every day.

During the May 22 Council meeting, Warden Corinna Smith-Gatcke delivered remarks acknowledging the essential role paramedics play in public health and safety.

“Here in the United Counties of Leeds and Grenville, we are proud of the dedicated team of paramedics who serve our residents with professionalism, skill, and compassion,” said Warden Smith-Gatcke. “They are educators, advocates, and health care leaders—committed to improving the well-being of our communities in every interaction.”

A highlight of the meeting was the recognition of Julie McCarthy, a member of the Leeds Grenville Paramedic Service Peer Support Team, who was named one of only 20 recipients of the 2024 Champions of Mental Health Award by the Canadian Institute for Public Safety Research and Treatment (CIPSRT). This national award honours individuals in the public safety sector who have made significant contributions to mental health awareness and support.

“Julie is a mental health advocate, a former primary care paramedic, and a health system navigator who retired after 20 years of service,” said Warden Smith-Gatcke. “It is with gratitude for her work, and pride in her accomplishment, that we acknowledge Julie’s contribution and congratulate her on receiving this prestigious award.”

Paramedic Service Chief Jeff Carss praised McCarthy’s impact and also reflected on the broader significance of Paramedic Services Week:

“Julie’s leadership in peer support and her unwavering commitment to mental wellness have made a lasting difference in our service and community,” said Chief Carss. “Her recognition is well-deserved, and we are incredibly proud to have her as part of our team.”

“Paramedic Services Week is a time to honour the incredible work our paramedics do every day—often under intense pressure and in challenging conditions,” Chief Carss added. “Their compassion, resilience, and innovation are the backbone of emergency care in our region. We are grateful for their service and proud to support them.”

As Paramedic Services Week continues, the United Counties encourages all residents to take a moment to thank the paramedics who serve with courage and care every day.

The United Counties of Leeds and Grenville has announced a free workshop for non-profit groups to learn about how to create an affordable housing project. The upcoming Affordable Housing 101 Workshop is taking place on Wednesday, October 25^th, 2023, at the Brockville Memorial Civic Center from 1 pm to 5 pm. The workshop is being presented by Cahdco, a non-profit real estate developer that has been serving the Ottawa area for thirty years.

United Counties of Leeds and Grenville's Update on Warming Centre Operations, Donations and Volunteers

The United Counties of Leeds and Grenville is pleased to provide an update on the operations of our Warming Centre located at 166 Pearl Street East, in Brockville.

On average, the centre welcomes approximately 9-17 guests each night. While some individuals stay for the entire night and others for shorter periods, the usage reflects an ongoing community need and the value this service provides.

To ensure a safe and supportive environment, each shift is staffed by one security guard and two service providers, offering onsite assistance, oversight, and connection to supports when needed.

The United Counties of Leeds and Grenville thanks all community members, partners, and volunteers who continue to support the Warming Centre and the individuals it serves.

Food donations and volunteer opportunities can be coordinated by contacting warmingcenter@uclg.on.ca

Food Donations

Following a recent health inspection, the Warming Centre is now able to accept the following food donations:

• Pre-packaged food items, and/or

• Prepared foods from a health inspected kitchen (inspection certificate required).

Volunteer Opportunities

To maintain the safety of guests and staff, volunteers are required to complete a registration and screening process, including:

• A volunteer registration/screening form,

• A screening interview and any additional required paperwork,

• A current vulnerable sector check (a letter can be provided for those who require one).

Once approved, volunteers will be added to the centre’s registered volunteer list.

Clothing and Item Donations

The Warming Centre is unable to accept clothing, blankets, or similar items. These donations should be directed to The Salvation Army, with whom the Counties have partnered to support guests through their voucher program.

United Counties of Leeds and Grenville and the Municipality of North Grenville Announce Affordable Housing Development Event

The United Counties of Leeds and Grenville, in partnership with the Municipality of North Grenville, are proud to announce an event that promotes the development of affordable housing using the Canada Mortgage and Housing Corporation (CMHC) Housing Design Catalogue’s ready-made, publicly available designs.

The upcoming event is taking place on Friday, March 27, 2026, from 8am to noon at the Urbandale Arts Centre, which is located at the North Grenville Municipal Centre, at 285 County Road #44, Kemptville, ON, K0G 1J0. There is no cost to attend, but preregistration is required.

Join experts from government and members of the traditional and modern methods of construction industry, to hear how fast and affordably housing can be built using the CMHC Housing Design Catalogue.

The CMHC Housing Design Catalogue was created by the government of Canada to be an innovative resource to help communities build more homes, faster. The designs, which are available on CMHC’s website and are free for anyone to use, account for regional climate, building code requirements and construction methods. There are seven different models of technical packages available for building homes in Ontario, which include accessory dwelling units, fourplexes, a sixplex, and two different designs of stacked townhomes. Design packages include accessible-ready designs that can easily be converted to accessible units, as well as enhanced accessible layouts. The designs are considered “near permit ready”, which require review by a qualified professional to fit the site and meet local rules.

Speakers at the event will include representatives from Canada Mortgage and Housing Corporation (CMHC), local home builders including CABN, Wellings Modular, Lockwood Brothers Construction, Cahdco, IN Engineering, as well as County and Municipality of North Grengville staff that are dedicated to the development of affordable housing. St. Lawence College will be in attendance with interactive displays, including their mobile training lab, that promotes hands-on learning and working in the carpentry, welding, and electrical trades.

Presentations will provide an overview on the use of the design catalogue, key benefits of municipal partnerships on the usage of pre-approved designs, the cost and time savings, local implementation of the designs, and an opportunity to view some of the designs from local homebuilders.

United Counties of Leeds and Grenville Announces Opening of New Warming Centre

The United Counties of Leeds and Grenville is pleased to announce the opening of a new warming centre to support unhoused individuals during the winter months. The centre will open January 2, 2026 and operate seven days a week from 7:00 p.m. to 7:00 a.m. until the new emergency shelter location opens in Spring 2026.

Located at 55 Reynolds Drive in Brockville, the warming centre will provide a low-barrier, safe indoor space for up to 40 individuals per night. Guests will have access to food, potable water, and washroom facilities, along with coordinated referrals to outreach services, Ontario Works, housing supports, and mental health and addictions services, including integration with the By-Name List. Guests accessing this service will be able to stay throughout the night to stay warm from the elements.

The warming centre will be operated in partnership with Bartimaeus, an organization specializing in behavioural support services across Ontario, Quebec, and Nova Scotia. Bartimaeus staff are highly qualified, each holding a degree or diploma in social services and a minimum of five years’ experience in the field. Two Bartimaeus staff will be on-site per shift, supported by security provided through Commissionaires.

Ontario Works staff will continue to provide daytime case management support to assist clients in securing permanent, safe, and affordable housing.

This initiative is fully funded through the Counties’ existing Homelessness Prevention Program (HPP) allotment.

Counties Celebrate New Battery Storage Project in Edwardsburgh Cardinal

The United Counties of Leeds and Grenville is excited to announce that Potentia Renewables Inc. (Potentia) has been chosen by Ontario’s Independent Electricity System Operator (IESO) to build and run the Skyview 2 Battery Energy Storage Project. This big project will be in Edwardsburgh Cardinal and will provide 390 megawatts (MW) of battery storage to Ontario’s power grid. It will be the largest battery storage project in Canada.

This project is a partnership between Potentia and the Algonquins of Pikwakanagan First Nation. It shows a strong commitment to clean energy and working with local communities. The project will help improve the region's energy system, support local growth, bring in business, and help reduce industrial pollution.

The storage facility will be built on 30 acres of rural land about 1km north of Dobbie Road, away from homes. Environmental studies and design work will happen in 2024 and 2025, with construction starting in 2026. The site should be up and running by 2027.

Tender Awarded for Athens Long-Term Care Facility

The Maple View Lodge Long-Term Care Home capital redevelopment tender has been awarded to McDonald Brothers Construction.

“We owe this to our seniors,” said Warden Roger Haley after the decision was made to move forward with project. “This is about caring for Leeds and Grenville’s most vulnerable residents while keeping them near their own communities,” Warden Haley said.

“This is an exciting project that will bring much needed long-term care beds to our community to address a waiting list that now sits at 210 people,” said Alison Tutak, Deputy Chief Administrative Officer for the United Counties.

Update on the G. Tackaberry and Family Long-Term Care Home in Athens

The United Counties of Leeds and Grenville is providing an update on the G. Tackaberry and Family Long-Term Care Home. Although construction of the home was completed earlier this year, with a ribbon-cutting ceremony held in January, the facility is not yet open to residents.

Work is ongoing to ensure the home is fully prepared to welcome residents as soon as approval is granted by the Ministry of Long-Term Care. Final readiness activities, safety and quality checks, and the remaining provincial requirements continue to move forward. The Counties appreciates the community’s strong interest in this project and thanks residents for their patience as this important work is completed.

The Counties remains committed to opening the G. Tackaberry and Family Long-Term Care Home as soon as possible and will provide further updates once a confirmed move-in date is established.

A report outlining the challenges and delays encountered during the project will be presented to Counties Council in April.
