The United Counties of Leeds and Grenville intends to utilize DeAngelo Brothers Corporation to control weeds along the following rural roadsides:

All County Roads within the municipalities of Augusta, Edwardsburgh/Cardinal, Elizabethown-Kitley, Merrickville-Wolford and North Grenville
Selected Township Roads in the municipalities of Athens, Augusta, Edwardsburgh/Cardinal, Front of Yonge, Leeds and Thousand Islands, Merrickville-Wolford and North Grenville.

The contractor will be using the following pesticide: Clearview Herbicide Reg. #29752, active ingredients Metasulfuron-Methyl and Aminopyralid, present as potassium salt, along with Gateway Adjuvent Reg. #31470, active ingredients Paraffinic oil and Alkoxylated alcohol non-ionic surfactanct, under the Pest Control Products Act (Canada).

Commencing: May 23, 2018 (weather permitting) to June 30, 2018.

Medical Priority Dispatch System (MPDS) for 911 calls coming February 5

Eastern Ontario – Paramedic services across South Eastern Ontario and the Kingston Central Ambulance Communications Centre will implement a new system for 9-1-1 calls on Wednesday, February 5.

People who call 9-1-1 for a medical emergency, should expect to answer new, detailed questions about each patient’s condition. Paramedics will respond to urgent and life-threatening cases as quickly as possible but those who call 9-1-1 for less-urgent, non-life-threatening matters should expect longer wait times under the new system. Callers for less-urgent cases will be supported through regular contact with ambulance communications officers who will monitor the patient’s condition.

“The new system is a time-tested, scientifically proven, advanced set of technical tools to help paramedics, ambulance communications officers, and emergency department teams ensure that each patient receives the right care at the right time,” says Chris Wicklam, Director, Kingston Central Ambulance Communications Centre (KCACC). “It increases precision, accuracy, and efficiency in emergency medical response; and it ensures our emergency department colleagues are able to return paramedics to service as quickly as possible after each call.”

Paramedics from Lennox and Addington Paramedic Services, Leeds Grenville Paramedic Service, Lanark County Paramedic Service, Hastings-Quinte Paramedic Services, and Frontenac Paramedics rely on KCACC communications officers to receive 9-1-1 medical calls and coordinate paramedic dispatch across South Eastern Ontario.

The new system, called the Medical Priority Dispatch System (MPDS), is in use in more than 35,000 ambulance communications centres in at least 46 countries. It is in place in Toronto, Ottawa, Peel, Halton, York, Niagara, and many more jurisdictions in Ontario. It will soon be standard across the province.

MPDS gets paramedics to the most critical patients as immediately as possible, matches paramedics with specialized skills and equipment to each case, and reduces non-urgent demand pressure on emergency departments. It is an evidence-based system that includes measures to ensure patients continue to receive the highest standard of care.

“Paramedics, ambulance communications officers, and emergency department colleagues are here 24-7 for everyone who calls 9-1-1,” says Jeff Carss, Chief, Leeds Grenville Paramedic Service. “MPDS is just one more way for all of us i to further ensure every patient finds the right pathway to the services they need most.”

County Road 7 Road Construction - Spring/Summer 2025

This year, the United Counties of Leeds and Grenville and Tackaberry Construction will be rehabilitating approximately 7.5 kilometres of County Road 7 between County Road 16 and Kitley Line 8.

Location: County Road 7 - Approximately 7.5 km between County Road 16 and Kitley Line 8.

Details: The scope of work will include but not be limited to, single lane closures, replacement of cross culverts and entranceway culverts, guiderail upgrades, ditch cleanout, pulverizing the existing asphalt and paving two lifts of new hot mix asphalt. Driveway access may be limited during the work; however, all access will be restored at the end of each working day.

Agricultural Area Review - Notice of Local Area Consultation Meetings

In 2022, the Counties initiated the Agricultural Area Review. The purpose of the review is to identify and confirm agricultural lands in the Counties. The final map of the agricultural area lands will be used to update the Counties Official Plan schedule so that those lands are protected. The requirement to complete this study was identified by the Province in the Counties Official Plan. The project is nearing the final mapping stage.

Prior to the formal public meeting, the following local area consultations are being held to review the recommended agricultural area system (mapping) proposed for the Counties Official Plan. These meetings are primarily for those persons whose properties have been impacted and who have not already discussed their property with staff and the consulting team.

Media Release Dated May 24, 2023: Fundraising Campaign for Long-Term Care Facility Redevelopment at Maple View Landings (Athens) Launches $3,000,000 Goal

ATHENS – A Counties owned and operated, a 192-bed long-term care facility in Athens, Ontario kicked off its fundraising campaign today with sights set on $3,000,000 to enhance the lives of residents and staff at the new facility.

Warden Nancy Peckford thanked the Fundraising Committee and stated “Through cooperation, motivation and perseverance, there is no goal we, as a community, cannot accomplish. I call on my colleagues, our industrial and business partners, and our residents to embrace this opportunity to make a meaningful difference in the lives of our residents by donating, organizing events, volunteering and promoting our fundraising campaign.

The Committee unveiled the campaign status to date of $833,750 with presentations being made by George Tackaberry to honour his mother Phyllis, Jeff Baker, Dick Mitchell and Blair Chant from the Athens Lions Club, Jo-Anne Fletcher and Jim Donovan from the Hudson Burnbrae Foundation and long-time Athens resident Bob Watts. In the upcoming weeks, other announcements will be made with donors who have contributed to this progress.

Notice of Public Open House - Agricultural Area Review for the United Counties of Leeds and Grenville

The United Counties of Leeds and Grenville invites you to join us at a public open house on Monday, December 12, 2022, starting at 4:00 p.m. with a presentation by our consulting team, PLANSCAPE.

LOCATION: 25 Central Avenue West, Brockville, Ontario. This meeting will be in-person with a virtual participation option through Microsoft TEAMS. To register for the virtual option, please contact Elaine Mallory, Planner 1, at 613-342-3840, ext. 2422 or by email.

PURPOSE OF THE OPEN HOUSE: To inform and educate residents and interested stakeholders of the project, timelines and deliverables of the Agricultural Area Review project being undertaken by the Counties. This project will identify the candidate agricultural lands and ultimately provide a map of the agricultural system consisting of Prime Agricultural lands to be updated on the Counties Official Plan schedule.

REASON FOR THE STUDY: When the Counties Official Plan was approved, it identified that a comprehensive Land Evaluation and Area Review (LEAR) or equivalent study to assist in identifying and designating prime agricultural areas in the Counties needed to be completed prior to the next OP review (in 2026).

SUBJECT LANDS: All of the lands in the United Counties of Leeds and Grenville are included in this project.

PARTICIPATION: All interested persons are invited to attend the open house to learn about the project, the scope, timelines and how you can stay involved. A dedicated webpage has been created to keep you informed of the project progress and encourage your involvement.

Update - County Road 44 Road Closure New End Date - November 22, 2024

The United Counties of Leeds and Grenville have contracted Willis Kerr Contracting Ltd. for the replacement of the Glen Smail box culvert on County Road 44.

This important infrastructure work began at the end of September and was originally scheduled to take about eight weeks. While we initially hoped to speed things up, we encountered some unexpected challenges during construction, which caused a delay.

This is not a small culvert; it’s a substantial structure with openings measuring 8.4 meters by 2.1 meters, and we have used over 400 tonnes of concrete so far. Our crews are working hard, and we’re pleased to report that the project is now progressing as planned.

We appreciate everyone’s patience and understanding as we work to make County Road 44 safer and more resilient. The current timeline has the road reopening on November 22.

County Road 22 - Temporary Road Closure - May 26-30, 2025

As a part of the ongoing rehabilitation of County Road 22 (South of Heckston) between County Road 20 (Norton Road/Dillabaugh Road) and Latimer Road, a temporary road closure is required and will be implemented to accommodate several cross-culvert replacements.

The temporary road closure will be in place from May 26^th until May 30^th, 2025.

A detour route will be in place directing traffic around the work zone via County Road 20 (Dillabaugh Road), Mountain Top Boundary Road, and Latimer Road and will be marked with detour signage.

County Road 7 Road Closure - September 29 - October 24, 2025

As part of the ongoing multi-phase road rehabilitation of County Road 7, the United Counties of Leeds and Grenville and Willis Kerr Contracting Ltd. will be replacing “Added Culvert”, a concrete rigid frame culvert located approximately 0.15 km north of Atkins Lake Road (44°45'11.35"N, 75°51'52.25"W).

The scope of work will include, but not be limited to a full road closure and detour, the replacement of the existing box culvert with a new pre-cast concrete culvert complete with wingwall, guiderail installation, and the reinstatement of the local roadway.

The road closure will take place for up to four (4) weeks, tentatively scheduled to commence on September 29, 2025 and will continue up to October 24, 2025. During this time, County Road 7 will have a full road closure at the location of “Added Culvert” with no through access.

Draft Report and Mapping Issued for Consultation

The Draft Land Evaluation and Area Review (LEAR) Report has been released for consultation and your input is being sought on the specifics of the LEAR methodology and the resultant mapping that will be used to identify the agricultural areas. This is an opportunity to apply local knowledge and comment to refine the agricultural system map.

County Road 42 Temporary Road Closure - August 12-16, 2024

Barring unforeseen circumstances beyond the control of the United Counites of Leeds and Grenville, the road is to be reopened for the weekend.

A detour route (attached file below) will be in-place directing traffic to County Road 14 (Narrows Lock Road) and McCann Road.

The United Counties of Leeds and Grenville and Tackaberry Construction is currently rehabilitating approximately 4.6 kilometres of County Road 42 between Highway 15 and Newboro.

The County Road 43 four-lane widening project to improve road safety, active transportation and spark regional economic growth is moving forward this year. The first phase, beginning this year, will be a new four-lane bridge. Roundabout installations, surface and pedestrian walkway work begins in 2023. It is one of the most significant projects being undertaken by the United Counties of Leeds and Grenville. Community Consultation for the 2025 - 2035 Leeds and Grenville Housing and Homelessness Plan

The United Counties of Leeds and Grenville is asking the public to provide feedback for the 2025 – 2035 Housing and Homelessness Plan that is under development. The new ten-year Plan will continue the conversation about Leeds and Grenville’s housing and homelessness needs, and is gathering input through an online survey and at a public information session.

Leading up to the community consultation, a comprehensive housing need and demand review was undertaken by the Community and Social Services Division, including a review of homelessness data, housing market trends, rent-geared-to-income waitlist demands, housing assets and needs, affordability, and accessibility of housing. This critical information was the foundation for building the draft plan to meet the identified needs and the proposed goals and outcomes. In addition to the public information session and surveys, targeted consultation sessions are also being held for persons with lived-experience of homelessness and housing instability, as well as community partners working in the housing and homelessness sector.

As rents have continued to rise since the COVID-19 pandemic, households in Leeds and Grenville have struggled to afford the cost to pay rent, purchase their first home, and find an affordable place to call home. The need for more affordable housing options, supportive housing, and homelessness supports has never been greater in Leeds and Grenville. Leeds Grenville’s Housing and Homelessness Plan strives to embody a strategic, community-focused approach to end homelessness, and plan for and meet future housing needs for low-to-moderate income households in Leeds and Grenville. The community consultation will provide an opportunity to listen to the challenges, what is working, and comment on the proposed actions and outcomes to address and prevent homelessness, and facilitate and promote an adequate supply of community and affordable housing.

The online survey is available from October 22 through November 15, 2024, and is accessed by visiting https://www.leedsgrenville.com/en/services/10-year-housing---homelessness-plan.aspx. The public also will have an opportunity to attend an in-person information session to provide their input on Wednesday November 6, 2024 at 1:30pm at the Brockville Memorial Civic Center.

Athens District High School (ADHS) raises over $3,000 for Maple View Landings Redevelopment Project. Students Katherine Pattemore and Addisan Kennedy spearheaded the event which tallied $3,043.00 which came from team entry fees, a 50-50 draw, a bake sale, hot dog lunch, and silent auction. This Charity Volleyball tournament, bake sale and silent auction more than doubles organizers’ goal!

The Maple View Landings Redevelopment Project (G. Tackaberry and Family Home) saw a volleyball “spike” in donations on November 16th when a charity tournament was held at Athens District High School and the organizers more than doubled their fundraising goal.

Next Phase of Westport Storm Sewer Outfall Project to Commence on April 28, 2025

The United Counties of Leeds and Grenville would like to inform the public that the next phase of the Westport Storm Sewer Outfall Project (PW-2024-23) will commence on April 28, 2025, and is expected to be completed before the end of May 2025.

This important infrastructure project, being undertaken by Campbell’s Trucking LTD., will involve work behind properties, sewer and water installations on the road, and paving operations.

Key Information for the Public

During the roadwork phase, construction will take place on County Road 10/Main Street in Westport, specifically along the section between Spring Street and Bedford Street.

• Lane Closures: There will be single-lane closures to ensure the safety of workers and the public. Traffic controllers will be on-site to manage traffic flow and minimize disruptions.

• Timeline: The project is expected to be completed by the end of May, weather and site conditions permitting.

We appreciate the public’s patience and cooperation as we work to complete this essential project. Please drive carefully in the construction area and follow the directions of traffic controllers.

The Community Paramedicine Program has a new home at the North Leeds Paramedic Station. In 2021, the LGPS Community Paramedic Program enrolled 777 clients. These clients were visited in their homes by a Community Paramedic on 1,688 occasions, in addition to 317 virtual visits. “We now have the resources to reach out and provide care to some of our most vulnerable in the community,” said Warden Roger Haley.

During the spring thaw period, some roads within the United Counties of Leeds and Grenville cannot withstand heavy loads. The Counties load restriction is to reduce the allowable individual axle load from 10 tonnes to 5 tonnes. Load restrictions begin this year on March 1st, 2018 and will be lifted when the likelihood of road damage has diminished which is typically at the end of April or early May.

Be advised effective Friday May 8^th, 2020 at 8:00am, the Total Open-Air Burn Ban has been LIFTED by ALL municipalities within the United Counties of Leeds and Grenville, including the separated municipalities of Brockville, Gananoque and Prescott.

The Ontario Fire Code states thatALL Open-Air Burning must be approved by the Chief Fire Official of your municipality, therefore residents are reminded to follow their municipalities Open Burning Regulations. If you are unsure of your regulations, please reach out to your local fire department. All Open-Air burning will be strictly enforced to your municipalities regulations and failure to comply could result in significant financial penalties.

Although the Open-Air burn ban has been lifted, residents must continue to follow all Federal and Provincial Government COVID-19 Orders which include physical distancing and no gatherings of more than 5 people.

Reminder that failure to comply with Open Burning regulations could result in reinstating the burn ban.

Preliminary Design and Class Environmental Assessment Study (GWP 4137-22-00)

THE STUDY

The Ontario Ministry of Transportation (MTO) has retained HDR Inc. (HDR) to undertake a Preliminary Design and Class Environmental Assessment (Class EA) Study focusing on the replacement of Shanly Road Underpass, interchange improvements and establishing the footprint of Highway 401 for future six lanes, from 1 km east of Highway 16 to 2.5 km east of Shanly Road for approximately 10.1 km (The Study). The purpose of The Study is to identify a Recommended Plan that addresses current and future needs for the provincial highway network.

This Study will include reviewing existing conditions, developing and evaluating alternatives, identifying appropriate improvements, and developing environmental protection/mitigation measures. A Recommended Plan will be confirmed and designated (protected) at the completion of The Study. The Study area falls within the Township of Edwardsburgh/Cardinal, United County of Leeds & & Greenville as shown in the key plan.

THE PROCESS

The Study will follow the Class Environmental Assessment for Provincial Transportation Facilities and Municipal Expressways, 2024 (Class EA) process for a Group ‘B’ project. Engagement with external agencies, Indigenous communities, the public and interest groups will take place throughout The Study, including two Public Information Centres (PICs). The PICs will provide an opportunity to discuss The Study with the Project Team members. The first PIC is planned for spring/summer 2026 and will provide an opportunity to review the preliminary alternatives and the proposed evaluation criteria. The second PIC is planned for later in the study to present the evaluation of the alternatives and the preferred plan. Notices providing the time and location of the PICs will be published in local newspapers and sent to persons on the project mailing list.

Upon completion of The Study, the preferred plan will be documented in a Transportation Environmental Study Report (TESR) and made available for public review. The TESR will also describe how the requirements of the Class EA were met; how the project achieves the overall transportation benefit while minimizing environmental impacts; engagement with individuals, external agencies, and Indigenous communities; and commitments for further engagement and environmental protection. A Notice of Completion will be issued, at which point there will be a 30-day comment period allowing for an opportunity to provide comments on the TESR.

The Tackaberry Summersgiving Tour and Fundraising event to raise funds for the new 192-bed long-term care home was held on June 24, 2023. The highlight of the day was a presentation of a generous $400,000 donation by the Tackaberry Family, which led to the naming of the new, state-of-the-art facility. This contribution was in addition to a previous $100,000 donation by George Tackaberry in memory of his mother Phyllis, for naming rights to a “neighbourhood” (wing) in the new long-term care home. This successful event hosted by the Tackaberry family also raised over $30,000 from ticket sales.

The Township of Elizabethtown-Kitley, City of Brockville and the United Counties of Leeds and Grenville (the affected municipalities) have drafted an agreement for the transfer of land (the annexed lands), located within the Township of Elizabethtown-Kitley and United Counties of Leeds and Grenville to the City of Brockville by way of a boundary adjustment proposal pursuant to sections 172 and 173 of the Municipal Act, 2001, Chapter 25.

County Roads Half-Load Restrictions Come Into Effect March 2, 2026

Half-load season in our region will come into effect on Monday March 2, 2026.

To protect the integrity and sustainability of the municipal road network, UCLG and its ten member municipalities will be limiting the weight of materials to five tonnes per axel on the weaker roads in our area. All roads subject to seasonal weight restrictions will be identified with a sign. Seasonal load restrictions will remain in effect on the identified roads until further notice (typically, mid-May).

Update - County Road 44 Road Closure New End Date - November 29, 2024

The United Counties of Leeds and Grenville have contracted Willis Kerr Contracting Ltd. for the replacement of the Glen Smail box culvert on County Road 44.

The current road closure of County Road 44 from Glen Smail Road to Byers Road will be extended until November 29, 2024, due to weather conditions that have delayed the completion of the Glen Smail Culvert. County Road 44 will remain closed to thru-traffic from Glen Smail Road to Byers Road. The detour route will remain unchanged and will be maintained for the duration of the road closure.

United Counties of Leeds and Grenville Announces Opening of New Warming Centre

The United Counties of Leeds and Grenville is pleased to announce the opening of a new warming centre to support unhoused individuals during the winter months. The centre will open January 2, 2026 and operate seven days a week from 7:00 p.m. to 7:00 a.m. until the new emergency shelter location opens in Spring 2026.

Located at 55 Reynolds Drive in Brockville, the warming centre will provide a low-barrier, safe indoor space for up to 40 individuals per night. Guests will have access to food, potable water, and washroom facilities, along with coordinated referrals to outreach services, Ontario Works, housing supports, and mental health and addictions services, including integration with the By-Name List. Guests accessing this service will be able to stay throughout the night to stay warm from the elements.

The warming centre will be operated in partnership with Bartimaeus, an organization specializing in behavioural support services across Ontario, Quebec, and Nova Scotia. Bartimaeus staff are highly qualified, each holding a degree or diploma in social services and a minimum of five years’ experience in the field. Two Bartimaeus staff will be on-site per shift, supported by security provided through Commissionaires.

Ontario Works staff will continue to provide daytime case management support to assist clients in securing permanent, safe, and affordable housing.

This initiative is fully funded through the Counties’ existing Homelessness Prevention Program (HPP) allotment.

Half-Load Restrictions Lifted

Half-load restrictions will be lifted on all municipal roads in the United Counties of Leeds and Grenville on Friday May 1, 2026.

These restrictions are implemented each year to preserve and protect our roads from freeze-thaw cycles during late winter and into spring. Restrictions are being lifted as there is no longer a risk of low temperatures.

County Road 3 Road Closure - November 3-7, 2025

Temporary Road Closure for Culvert Replacement

Location: County Road 3 (0.35 km south of County Road 33)

Start Date: Monday November 3, 2025

End Date: Friday November 7, 2025

County Road 3 will be temporarily closed between County Road 33 and Red Horse Lake Road with no through access to replace a cross culvert beginning on Monday, November 3, 2025 to Friday, November 7, 2025. Construction is weather dependent.

A planned detour route will be in place directing affected traffic along Red Horse Lake Road, Jonas Street, and County Road 33.

Motorists are advised to expected delays, follow the posted detour, and use caution through the area.

A 15-bed shelter and programming for youth at risk of being homeless will receive additional support from a new provincial funding program.

The Honourable Steve Clark, Minister of Municipal Affairs and Housing and MPP for Leeds-Grenville-Thousand Islands and Rideau Lakes, announced today another $177,000 to total $1.592-million to the Leeds Grenville Community and Social Services Division to battle homelessness and home insecurity.
