Leeds Grenville Council Highlights - February 2026

General:

· Council approved the 2026 budget, which includes a 2.46% tax rate increase over 2025. The Counties will collect $56.3 million from property taxpayers this year to support key services and capital investments.

· Council approved the request from North Grenville to participate in a commercial tax deferral program for property owners directly impacted by the County Road 43 expansion project for the 2026 taxation year.

· Council endorsed the First Presbyterian Church in Brockville for Affordable Housing Funding under the Canada-Ontario Community Housing Initiative Residual Allocation, as recommended by the Leeds and Grenville Joint Services Committee.

· Council accepted the 2025 Ministry of the Environment, Conservation and Parks’ Drinking Water System Inspections and Ten-Year Financial Plans for The Maples and Miller Manor as presented to the Joint Services Committee February 3, 2026.

By-laws Passed by Council:

· By-law No. 26-08 to Set Tax Ratios and to Set Tax Rate Reductions for Prescribed Property Subclasses for County and Local Municipal Purposes for the Year 2026.

· By-law No. 26-09 to Adopt the 2026 Estimates and Set Rates of Taxation for County Purposes for the Year 2026.

· By-law No. 25-10 to Authorize the Borrowing of $7,500,000.

· By-law No. 26-11 to Establish a Community Safety Zone and Prescribe a Rate of Speed on County Road 44 Between Sloan Street and Goodin Road in the Township of Edwardsburgh Cardinal.

· By-law No. 26-12 to Authorize the Execution of Contract No. PW-2025-18 with G. Tackaberry & Sons Construction Company Limited for County Road 2 Rehabilitation (CIREAM) Kingston to Gananoque.

· By-law No. 26-13 to Authorize the Purchase of Land from Christopher Graham and Kelly Van Der Burg, Legally Described as PT LT 656 PL 194 Being Part 2 on Plan 28R16131; Leeds/Thousand Islands, Lansdowne, PIN 44221-0181 LT
