The Provincial Offences Act (POA) requires a "Victim Fine Surcharge" be added to fines. This surcharge is forwarded directly to the Province of Ontario. Justices of the Peace and courts administration have no authority in this matter as it is obligatory for every fine regardless of the nature of the offence. The "Victim Fine Surcharge" goes into the Province's Victims' Justice Fund account and is used to provide services to support victims of crime (e.g. Victim Crisis Assistance and Referral Services, the Victim/Witness Assistance Program, and Child Victim/Witness Centres). It does not provide victims with monetary compensation.
