The Homelessness Prevention Benefit

The Homelessness Prevention Benefit (HPB) is intended to support low-income households experiencing homelessness within the United Counties of Leeds and Grenville, including the partner municipalities of the City of Brockville, the Town of Gananoque and the Town of Prescott, to obtain and maintain suitable housing, and to support those at risk of homelessness to remain housed.   Funding for this program is provided by the Ministry of Municipal Affairs and Housing, Ontario. 


Households are only eligible for HPB once in a 24 month period, and HPB granted must sufficiently address the homelessness or risk thereof, and the resolution must be sustainable for at least two years.  Households currently experiencing homelessness may be granted assistance for last month's rent deposit and/or utility hook-up fees as applicable.  Households at risk of homelessness may be eligible for rent and utility arrears to help them remain housed in their present accommodations if the household can reasonably maintain their housing for the next two years. 


Households must have pursued all other available resources such as  Winter Warmth and/or Low-Income Energy Assistance Program and explored other options such as negotiating a repayment agreement for arrears owed.


The following items do not qualify for funding through the HPB:

  • Clothing;
  • Moving and storage;
  • Household items;
  • Furniture and appliances;
  • Home repairs;
  • Mortgage arrears; and
  • Property taxes.
