Community Homelessness Prevention Initiative

The objective of the Community Homelessness Prevention Initiative (CHPI) is to prevent, address and reduce homelessness by improving access to adequate, suitable and affordable housing that is linked to flexible support services based on the needs of people.  Five former homelessness-related programs - Consolidated Homelessness Prevention Program (MCSS), Emergency Energy Fund (MCSSS), Emergency Hostel Services (MCSS), Domiciliary Hostel Program (MCSS), and Provincial Rent Bank (MMAH) - have been consolidated into a single program, CHPI, funded by the Ministry of Municipal Affairs and Housing (MMAH).  Consolidating housing and homelessness programs provides more flexibility to the United Counties of Leeds and Grenville as Service Manager to address local needs.

A better coordinated and integrated service delivery system that is people-centred,
outcome-focused and reflects a Housing First approach to prevent, reduce and address
homelessness in communities across Ontario.

The Principles of CHPI

The following principles for the CHPI program were established by the Province in partnership with Service Managers:

  • Fiscally responsible
  • Outcome-focused

In keeping with these principles and the vision, the Housing Department has allocated CHPI funds in the following areas:

Emergency shelters

  • Four temporary emergency shelters in Brockville administered by Integrated Program Delivery staff.  For more information on the shelters please call 613-342-3840, extension 2129 or toll free, 1-800-267-8146, extension 2129.
  • Two emergency shelters managed by Connect Youth, one in Prescott and one in Kemptville.
