The United Counties of Leeds and Grenville and the Ministry of Education strive to foster social and economic development in Ontario by investing in and supporting an affordable, accessible, and accountable Child Care System which benefits children, their parents and caregivers, and the broader community. Effective January 1, 2000, the United Counties of Leeds and Grenville was designated as the delivery agent or child care service system manager for licensed child care services in Leeds Grenville.

As Child Care Service System Manager, counties staff support families, children and licensed child care programs in Leeds Grenville, and the separated municipalities of the City of Brockville, Town of Prescott, and Town of Gananoque through the provision of child care fee subsidy to eligible families, wage enhancement to child care providers, and special needs resource funding to support the inclusion of all children in licensed child care.

Parents are encouraged to access other available financial supports such as the Canada Child Benefit.

Child Care Service Plan

The Child Care and Early Years Act (2014) designates the United Counties of Leeds and Grenville as the Early Years Services System Manager as relates to planning for licensed child care and family support programs within Leeds and Grenville.  The Counties is required to prepare a Service Plan which illustrates the local needs, priorities and service delivery plan.  Service planning is undertaken through various means of community consultation and the analysis of relevant community data.  The first Service Plan under this revised legislative requirement is due to the Ministry of Education in January, 2019 and is subject to review on an annual basis according to community trends and shifts in priorities.
